Session Objectives To provide feedback on the results of our July engagement events; To introduce our proposed new commissioning approach; To seek your views on this approach; To outline the commissioning timelines. Facilitated by Alison

Feedback Received Agreed Shared Goals Seek to align commissioning activity. Agree common outcomes for commissioned services. Avoid duplication of services. Enhance ‘added value’ to maximise outcomes and service offer to DA victims. To reflect needs analysis and SET DA Strategy. Consider local opportunities and challenges. Functions for Consideration within Commissioned Services Complex needs accommodation; Separate housing and support i.e. refuge could be divided to complex needs/emergency and 2nd stage move on (less staffing needed in 2nd stage – support provided outreach service); Locally based outreach; Link up IDVA and outreach services to facilitate step down; Central /single point of access. Feedback Received (2) Scope of Commissioned Services To include existing contract arrangements: Southend, Essex and Thurrock Independent Domestic Violence Advisor (IDVA) contracts; Southend, Essex and Thurrock Clinical Commissioning Group (CCG) led hospital IDVA contracts; Essex County Council (ECC) Domestic Abuse Community Service (DACS). Southend and Thurrock DACS have the opportunity to join if/as they choose to do so. This approach was endorsed by the SET DAB at their meeting on the 25th October 2017. Facilitated by Alison

Existing locally commissioned domestic abuse services Supporting adult, high-risk victims of abuse Short-term advocacy, e.g. through the criminal justice process Delivered on a Countywide basis by Safer Places Jointly commissioned and funded by PCC, LA & health CCG contracted until July 2018 in 3 of the acute hospitals delivered by Safer Places and by Essex Community Foundation Fund until Jan 2018 in the other two acute hospitals and is delivered by Changing Pathways and Colchester & Tendring WR Essex IDVA Service With step down support into Longer-term support for medium-risk victims Includes refuge provision & community workers Commissioned by individual local authorities Community based support Facilitated by Greg DRIVE DA perpetrator programme National stalking support services DVPO caseworkers Complex Needs refuge – Hope House South Essex DA one-stop shop Additionally supported by Other local grant – funded projects
