Florida and its MPOs Population 27 MPOs 2016 – 20.1 million ≅ 252,000 people per year 27 MPOs 19 TMAs 8 Non-TMAs 5 MPOs have over 1 million people

Statewide Regional Coordination Florida Department of Transportation (FDOT) Office of Policy Planning coordinates with MPOs, federal, state and local agencies Florida Metropolitan Planning Partnership Florida Model Task Force Florida Metropolitan Planning Organization Advisory Council (MPOAC) Created by the Florida Legislature, Section 339.175(11), Florida Statutes Assist Florida’s MPOs in carrying out the urbanized area transportation planning process by serving as the principal forum for collective policy discussion Serve as a clearinghouse for review and comment by MPOs on the Florida Transportation Plan and on other issues

MPO Regional Coordination Regional MPO Alliances Of Florida’s 27 MPOs, 17 belong to one of 4 regional alliances Stand Alone Multi-County MPOs There are 3 stand-alone multi-county MPOs in Florida Contiguous MPOs 7 MPOs that are contiguous/adjacent to one another that are working cooperatively together, but are not members of a regional MPO alliance

FHWA’s Every Day Counts (EDC) Program

Every Day Counts (EDC) Program FHWA launched in 2009 in cooperation with AASHTO to speed up the delivery of projects and to address the challenges presented by limited budgets Working with state/local agencies to identify new issues/innovations every two years Issues selected collaboratively, taking into consideration market readiness, impacts, benefits and ease of adoption Goal is to highlight proven innovations, process improvements, and enhanced business practices

December 2016 EDC Report Update Provides new information on Florida’s regional MPO alliances and individual MPO accomplishments Contains a new section on multi-county “Stand Alone MPOs” that are not part of a regional alliance Updates information on individual MPOs that are contiguous or adjacent to one another, but not part of a regional alliance Documents FDOT regional coordination initiatives at the statewide and MPO level Reviews collaboration / coordination between FDOT and Florida’s MPOs

Notable MPO Accomplishments in Regional Cooperation Central Florida MPO Alliance – bottoms-up approach to develop 2040 Regional LRTP built on individual LRTPs & support of the Coast-to-Coast Trails MegaRegion joint meetings between Central Florida MPO Alliance and the TBARTA MPO Chairs Coordinating Committee engages business Community Southeast Florida Transportation Council (SEFTC) partnering with FDOT in pilot testing mobility performance measures SEFTC developed a Regional PIP & conducts an Safe Streets Summit

Notable MPO Accomplishments in Regional Cooperation (continued) Broward MPO managed the Southeast Florida Freight Plan that became the Freight element of the SEFTC Regional Transportation Plan TBARTA MPO Chairs Coordinating Committee adopted a regional project priorities list Tampa Bay Transportation Management Area Leadership Group (funded by FDOT) with Hillsborough Area Regional Transit Authority led a regional feasibility study of premium transit options for three counties

Notable MPO Accomplishments in Regional Cooperation (continued) Martin-St. Lucie Regional Waterways Plan explores strategies to leverage the economic benefits of its waterways North Florida TPO funded the construction of a regional Transportation Management Center in 2015 to foster collaboration between agency partners West Florida RPC conducts the annual Emerald Coast Transportation Symposium to foster regional coordination and provide a leadership forum on cross-organizational collaboration and sharing of best practices

FDOT Sponsored Research for MPOs MPO Autonomous Vehicle Guidance (report due Jan. 2018) MPO Policy and Planning Guidance for Transit Applications of Autonomous Vehicles (report due Apr. 2018) Autonomous Vehicle and Alternative Fuel Vehicle Florida Market Penetration Rate and VMT Assessment Study (will get underway soon) MPO and Transit Agency Planning Coordination (will get underway soon)

FDOT/MPOAC Leadership Initiative Informal Meeting/Discussion – Sept. 28-29 FDOT Staff MPOAC Executive Director MPOAC Chair, Staff Director MPOAC Vice Chair, Staff Director MPOAC Complete Streets Committee Chair Chance to ask questions and discuss shared issues/concerns Agreed to meet every 6 months

Going Forward Explore new ideas and creative approaches Share best practices among FDOT districts and MPOs Provide training opportunities for FDOT and MPO staffs Seek out traditional and non-traditional partners in the transportation planning process Engage in new technologies and discussion in order to solve complex regional and megaregion problems
