2 What is NOACA ? Federally designated metropolitan planning organization (MPO) for northeast Ohio Conducts multi-modal transportation & environmental planning for a five-county region Determines how federal transportation dollars are spent Conducts transportation-related air quality planning and public education activities Functions as the “areawide” water quality planning agency for the region

4 SHRP 2 Regional Approach
Raise awareness for improving regional operations Assess region’s approach to TSMO Define NOACA role in advancing TSMO Identify challenges Identify and prioritize actions for improving TSMO Our original application was to focus on work zone management associated with the Innerbelt Construction project. It has sense morphed to a more holistic look at TSMO across the regional transportation system. NOACA’s role has historically centered on the ITS architecture, reviewing signal projects submitted by local agencies for federal funding and participating in District 12 TIM team and DSRT meetings.
