Projects using federal funds that may only be spent in large urban areas of over 200,000 population are identified for inclusion in the TIPs and STIP by MPOs in cooperation with FDOT.
Projects using all other federal funds are identified for inclusion in the TIPs and STIP by FDOT in consultation with MPOs.
23 CFR Part 450 defines “consultation” in this context to mean “the party confers with other identified parties in accordance with an established process and, prior to taking action, considers the views of the other parties and periodically informs them about action taken”.
