COSCAP-SEA Work Programme Discussion Paper 3

Introduction The work programme of the COSCAP-SEA for 2016 will be developed based on the human resources available and the priorities established by the COSCAP‑SEA Steering Committee. The COSCAP‑SEA programme currently has available one Programme Coordinator/Flight Operations Expert. Pursuant to the Institutionalization Framework and Administrative Procedures Manual (IFAPM), Annual Work Plans need to be prepared by the CTA. March 2016 17th COSCAP-SEA SCM

Background Technical Assistance: COSCAP-SEA intends to provide approximately 2 missions to each Member for in-country technical assistance, according to Member priorities (e.g., USOAP CMA, Safety Management, etc.). In addition, other support in USOAP‑related areas will be provided if resources are available. This allocation may be altered depending on specific needs of the Members. Members are requested to notify the CTA preferably 3 months in advance regarding the activities which COSCAP-SEA is required to attend or assist. March 2016 17th COSCAP-SEA SCM

Background (cont’d) Proposed mission dates for 2016 are included in Attachment I. These are subject to consultation with Members for both timing and purpose. This schedule is subject to revision and it will be updated periodically throughout the year. March 2016 17th COSCAP-SEA SCM

Proposed priorities for assistance missions in 2016 The proposed priorities for missions to Member States to provide assistance for the year are: -States with an SSC -States with Audit or ICVM, mission prior to audit and mission post audit to assist with CAP -Routine liaison and assistance missions -Other Missions at the discretion of the Steering Committee Note that some states only require missions when requested March 2016 17th COSCAP-SEA SCM

Assistance missions Assistance missions tailored to the needs of the Member State The needs of the State will be determined in consultation with the State taking into consideration their USOAP audit results, progress of their CAP, implementation of newer initiatives such as Annex 19, PBN, Safety Enhancement Initiatives and the priorities of the Global Aviation Safety Plan. Proposed guidance material and sample procedures will be provide when available that may help the State March 2016 17th COSCAP-SEA SCM

Capacity building Performance Based Navigation Safety Management model regulations, approval procedures for inspectors and associated training have been developed and distributed. COSCAP-SEA will continue to provide implementation assistance and information for the Member States. Safety Management A new online training program on SMS and SSP has been developed by ICAO and is now available. Implementation will continue to be supported by COSCAP-SEA with training, workshops and consultation. ICAO Regional Office is also developing a capacity building Task Force. March 2016 17th COSCAP-SEA SCM

Foreign Air Operator Approval and Surveillance COSCAP developed model regulations, inspector procedures and training will continue to be provided as requested. Several countries have successfully completed the implementation and training. The sharing of information is still problematic. Many countries do not yet have the legal changes in place to implement. March 2016 17th COSCAP-SEA SCM

Training Seminars and Workshops COSCAP-SEA works closely with the Member States, other COSCAP’s, Safety Partners and the ICAO Regional Office to coordinate, locate available providers and donors to assist in the finance this activity. COSCAP SA, NA and SEA have proposed the following courses as high priority for the coming year 1) Cabin Safety 2) FOI 3) PEL * depends on costs 4) Audit Techniques for Regulators  5) SSP 6) CAA Phillipines has requested refresher training for Medical Examiners to be held in Manila. March 2016 17th COSCAP-SEA SCM

Training Seminars and Workshops (cont’d) There is a much more detailed list of possible training and workshops contained in the Discussion Paper DP3 The CTA would like to work closely with the National Coordinators in the Member States to ensure that the needed training has been identified The CTA will then be able to develop a more extensive list of proposed training and begin searching for available providers and funding sources March 2016 17th COSCAP-SEA SCM

Capacity Building COSCAP-SEA would like to develop 2 inventories in the coming year in cooperation with the National Coordinators The first would be a consolidation of the training capacity of each of the Member States The second would be a list of fully qualified inspectors that, with the approval of the Member State, could be available to provide assistance to other States or the COSCAP-SEA program. This would provide a valuable asset to simplify the process of finding available courses and instructors within the SEA Member States March 2016 17th COSCAP-SEA SCM

Safety Enhancement COSCAP-SEA will continue to participate in and work with the ICAO Regional Aviation Safety Group (RASG) and the Asia Pacific Regional Aviation Safety Team (APRAST). The SEA Regional Aviation Safety Team (SEARAST) will continue to meet immediately following the APRAST meeting to address any sub-regional safety concerns. COSCAP will continue to coordinate its support activities with safety partners. March 2016 17th COSCAP-SEA SCM

Implementation of Safety Enhancement Initiatives Implementation of SEI’s appears to continue to be erratic in the sub region. COSCAP-SEA proposes to work with the National Coordinators to provide assistance and encouragement to Member States to fully implement these safety improvements Working with the National Coordinators should also significantly improve our ability to determine and track the effectiveness of the programme March 2016 17th COSCAP-SEA SCM

Recommendations The COSCAP-SEA Steering Committee is invited to review the Work Programme for 2016. Based on the decisions of the Steering Committee, CTA to complete the Work Programme for 2016 and forward to Member Administrations for their review and comment. March 2016 17th COSCAP-SEA SCM
