Persons with disabilites on the labour market around 10% of the European population is living with a disability the member states and the EU provided a lot of measures during the last 15 years; the situation today for persons with disabilities in employment is worse member states and EU have to evaluate their measures and have to concentrate their efforts; they need a coherent strategy Without including persons with disabilities in national employment strategies, the EU 2020 goals cannot be reached Franz Wolfmayr - President

European experience elements of an inclusive economic strategy The UN Convention on the Rights of Persons with Disabilities is the legal framework. EU member states and the EU itself committed themselves „to safeguard and promote the realization of the right to work“ (article 27). To support employment makes sense also economically. On the way to inclusive economic strategies My proposals develop and implement a national strategy / national action plan for all areas of the UNCRPD to improve participation of persons with disabilities and their famililes In the field of employment implement all measures Develop an inclusive labour market with all support measures like job coaches, case management around every concrete person including neighbours, friends, families, … . Include persons with disabilities in macroeconomic strategies (like European Semester Plans) Make vocational trainings inclusive! Support wages related to the working capacity of a person! Cooperate with all stakeholders (trade unions, chambers of commerce, …)! Create conditions for social economy (funding, taxes, procurement rules, …)! Open existing sheltered employment and create transition opportunities! Provide support for people with severe disabilities in daycare with everyday life concepts! Franz Wolfmayr - President

European experience: elements of an inclusive economic strategy Specialised support Arbeitsassistenz, Job Coaching, advice for enterprises, inclusive vocational education, tecnical adaptation, financial support to balance lower individual capacity case management approach legislation in many states create barriers to employment for persons with disabilities; has to be adapted coherently from labour laws via social laws to tax legislation Inclusion starts from birth support from the beginning is important (for families, for the education system to create equal educational opportunities) and is a lifelong process Franz Wolfmayr - PresidentIn

On the way to inclusive economic strategies Increasing the value of social economy Characteristics of social enterprises They have explicit social aims such as job creation, training, or the provision of local services. They have ethical values including a commitment to local capacity building, and they are accountable to their members and the wider community for their social, environmental, and economic impact. Sustainable production and services. Social ownership - autonomous organizations with governance and ownership structures based on participation by stakeholder groups or trustees. Profits are reinvested or distributed as profit sharing to stakeholders or used for the benefit of the community. Social enterprises showed a strong growth during the last ten years and are important employers. Social enterprises need legal and financial frameworks. Franz Wolfmayr - President

Schwerpunkte einer allgemeinen Wirtschaftspolitik promoting social innovations Social innovations provide solutions for social problems and challenges. In many cases social enterprises are developed. They often create additional employment. Social innovations need a national framework for their development like technical innovations in most countries have. In Austria f.e. two social innovative initiatives developed thousands of new workplaces in many new enterprises. They also brought many disadavantaged people in employment.
