3 Treaty of Amsterdam (1997) Art. 13 “…the Commission and after consulting the European Parliament, may take appropriate action to combat discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation." Treaty of Amsterdam

4 Charter of fundamental Rights 2000 Art. 21 Non-discrimination Any discrimination based on any ground such as …disability…shall be prohibited. Art. 26 Integration of persons with disabilities The union recognizes and respects the rights of persons with disabilities to benefit from measures designed to ensure their independance, social and occupational integration and participation in the life of the community. 6 Concept of discrimination a)Direct discrimination = a person is treated less favourably on grounds of racial or ethnic origin. b)Indirect discrimination = a neutral provision puts persons at a particular disadvantage. Racial or Ethnic origin directive
