EFA Structures, Mechanisms, Processes Civil Society representation in national and local EFA bodies to inform decision making, and monitor EFA progress Civil society’s regular attendance in EFA meetings and workshops including technical working groups Access to minutes of meetings, education data including information on the Official Development Assistance for basic education Monitoring of targets and resources for EFA
2. CSO Partnership with government in implementing and monitoring EFA Civil society’s report on EFA and indicators to be monitored and supplementary to the country reports Government resources mobilized to assist civil society efforts for EFA targeting the un-reached Documentation of good practices, particularly, interventions reaching the un-reached Inventory of varied civil society interventions on EFA
3. CSO Influence in policy formulation for EFA Participation in national and local legislative bodies to effect education reforms Researches done in aid of legislation for education reforms with focus but not limited to policies on reaching the un-reached National and local Policy advocacy agenda formulated to facilitate EFA “Alternative budgets” put forward by CSOs in annual national and local budget processes
4. Community ownership of and its sustained participation in EFA Orientation-dialogues on EFA and rights to education at the community level towards people’s ownership of EFA targets Popular forms of information dissemination on EFA EFA decision-making and implementing bodies put in place at community level (with participation of children, parents, out-of-school youth, indigenous peoples and other stakeholders) Community- driven EFA programs done by local organizations, local educators and volunteers
