Well-designed activities targeted to decision makers Directed at influencing policy, laws, regulations, programs, or funding.

5 Def…… Advocacy is speaking up, drawing a community’s attention to an important issue, and directing decision-makers toward a solution. Advocacy is working with other people and organizations to make a difference.

6 Why Advocate? TO Build support for a cause.
TO Encourage others to support it. TO Influence reform. TO Make a difference in peoples’ lives TO Ensure effective and efficient policy implementation.

7 9 Steps to Advocacy Strategy
Evaluate the strategy Implement the strategy Raise Fund Develop Action Plan Build Support Develop the message Identify Target Audience Formulate Goals &Objectives Identify the Advocacy Issue

8 1.Identification of Advocacy issue or issues
Advocacy issue should highlight the policy change you want to achieve. What is the issue to be addressed? Why is it important and to whom? This may have been highlighted through research, expressed as a demand by grassroots organizations Does this problem have a policy dimension? What current policies reinforce the problem? What changes in policies could lead to improvement? Who is responsible for those policies?

10 Step 2: Formulate Advocacy goals & Obj.
The Goal should reflect the advocacy issue? Who will make the policy change and how? What you hope to achieve over a period of time.? Goal: The Fed. Ministry of Education should produce a policy on free education for all children from Primary 1- 6 by end of 2017.

11 Objectives Incremental steps towards achievement of goal.
Statement of: What you want to change By Who? when ? and How much?

12 Objectives… Objectives should always be SMART S Specific M Measurable
A Achievable R Realistic T Time bound.

13 Step3: Identify Target Audience
Primary Targets: Policy/Decision makers. Secondary Targets: Influential's ( People who have potentials to influence change)

14 Step 4: Develop the Message
Who are going to be reached What do you want to achieve with the message What do you want the recipients to do? (Actions you want to see). Message could be communicated through: letters, e- mails, fact sheets and Pamphlets; Presentations; Newspaper and media campaigns Social Media Face to Face discussions

15 Communicating message cont.
The message must : Suit your target audience Take into account the level of understanding of the issue Be appropriate to the setting

16 Step 5: Building Advocacy Support (Coalition & Partnership)
What partnerships and alliances are most likely to assist in mobilizing broad-based support? What processes can best achieve trust, collective ownership, and effective collaboration? Should the initiative operate as an open coalition and, if so, what mechanisms are needed to enable participation and to assure accountability? Is support needed to build the advocacy capacity of partner organizations?

17 Support cont… Media and the internet can also be used to recruit and mobilize broad-based public support. Throw open your campaign as wide as possible to Organizations, individuals and Associations. Be prepared for the opposition Build sustainable relationships Networking is essential

18 Step 6: Dev. Action Plan Assign responsibilities
Establish timelines for each activity Assess resource needs Lay the foundation for monitoring and evaluation

19 Step 7: Budgeting and identifying resources
Cost influence the approach to be taken. Policy monitoring and dialogue, for example, may be achieved with just limited staff or volunteer time while a media-oriented advocacy campaign might require substantial publicity costs. Preparing news releases and placing stories, commissioning photographs or a video, designing posters and other campaign materials.

20 Budgeting… Funds and other resources will need to be sufficient to sustain the project for its duration. Step One: Develop a Realistic Budget Are additional funds needed to support your Advocacy Goals and Objectives? Step Two: Develop a Strategy Define whom you will approach for funding, for what amount, and for what purpose.

21 Step 8: Implement the strategy
In Getting the message across, good communication skill is key. Message should be clear to the audience, why it is needed, and what difference it would make. Means of communication must ensure that the message is received and heard ( written proposal or face-to-face presentation) . The message needs to be reinforced, by repetition and through the influence of secondary audiences. Remember :Change happens slowly, Great patience with persistence is required

22 Step 9: Monitor & Evaluate the Strategy
Throughout the implementation phase it is important to monitor the process, the results and the policy context. Mechanisms are needed to track activities such as meetings and communications and to monitor results such as media coverage and expressions of public support. Evaluate the results( Have you achieved the advocacy goals and objectives?)
