+/- lesson learnt in policy formulation and Strengths and weaknesses The policy did not consider all the concerns of all the states. Centrally developed policies- Less cooperation from states Well defined organizational structure is needed Bureaucratic driven ( less participatory) – moves to participatory and demand driven Focus on gender equity Integrated approach need to be developed for delivery literacy programme based on community participation Involving NGOs and partners ( promotion of partnership) Policies to reach the un-reached groups

Strengthen literacy policy making Need to set priorities- Nepal –developed targeted programmes with clear priorities, India convergence with other department Partnership with inter-ministerial and civil societies Evidences ( qualitative and quantitative) has been used for formulating policies Coordination between NSO and literacy department in generating data is lacking ( still)

Sustainability Not only vertical partnership, also need to see horizontal partnership Mobilization of local resources ( financial, materials and human ) Need to develop strategies to motivate learners and teachers Teachers professional development should also need to be considered Gender sensitive policies Minimum competencies to be defined and ensured through various processes.
