Networks and coordination mechanism established Programmes have been provided but not the human resources Coordination and organizational level capacity can be seen in establishing coordination at national level but at grassroots level such capacity is lacking Guidelines for implementing literacy programmes for various levels including curriculum Capacity is lacking at grassroots level in designing, contextualizing literacy programmes Training programmes for literacy personnel at various levels have been developed ( managers + facilitators) Mobilizing local networking at remote areas for the literacy programme implementation Locally developed supplementary materials developed to reflect learners needs Capacity gaps at different levels Lack of capacity in designing local curriculum and learning materials at grassroots level Quality training and monitoring

2 Ways to strengthen these capacities
Update capacity needs in literacy ( organizational, institutional, individual etc.) Involving universities and NGOs for capacity building activities Include local curriculum and design literacy programmes close to learners in facilitator’s training Development of guidelines/manuals to develop learning materials/contents at local levels Need to develop pool of experts/trainers at sub national and local level

3 Sustainability Develop pool of experts/trainers at sub national and local levels Sustain flow of funding Developing mindset literacy issues are long term. It should not be considered as a stop gap measure Institutional capacity building at sub national level ( increase staff, guidelines etc.) Developing distance learning programmes for facilitators and other literacy personnel using various medias- radio( use of ICT, increase access) All the stakeholders in literacy programmes, implementation, monitoring etc. should be oriented Making the programme high visibility Creating and enrich literate environment to promote and sustain literacy activities
