Draft Babergh Mid Suffolk Joint Local Plan THE NEW LOCLA PLAN PROVIDES STRATEGY FOR FUTURE GROWTH, UP TO 2036, OF BOTH DISTRICTS, SETTING OUT WHAT AND WHERE DEVELOPMENT WILL TAKE PLACE

Joint Local Plan – Four Objectives Housing: Deliver the right type of homes Balance housing & employment Economy: Encourage business growth Ipswich as a key economic driver Environment: Protect and enhance Development outside flood areas Health: Provide necessary infrastructure Prioritise investment Support communities THE LOCAL PLAN IS A HUGE DOCUMENT; ITS IMPOSSIBLE TO COVER EVERYTHING IN A SHORT MEETING, SO WE ARE FOCUSSING THIS MORNING ON THE HOUSING REQUIREMENT AND HOW THIS AFFECTS LITTLE WALDINGFIELD

Housing Requirement Required by Gov’t to set strategic priorities Babergh assessed needs 2014 - 2036 = 7,820 homes (355 homes / year) A possible contingency could be included Babergh ‘Called For Sites’ to help meet housing need Three sites now identified in Little Waldingfield IT IS ESTIMATED THE UK MUST BUILD 250,000 HOMES A YEAR, BUT WE ARE ONLY BUILDING ABOUT HALF THIS FIGURE. BABERGH GIVE NO NUMBERS FORANY POSSIBLE CONTINGENCY

Little Waldingfield Sites THE LITTLE WALDINFIELD SITES ARE (1) BEHIND LONG BARN; (2) OPPOSITE GROVE AVENUE & WOOD HALL; AND (3) BEHIND ENNISKILLEN.

Site SS0875 – Behind Long Barn For residential development Possibly between 8 and 10 homes NOTE: THE OUTCOME IS LIKELY TO BETHE LOWER NUMBER, BUT POTENTIALLY IT COULD BE THE HIGHER NUMBER

Site SS0874 – Opposite Grove Avenue For residential development Possibly between 12 and 23 homes NOTE: THE OUTCOME IS LIKELY TO BETHE LOWER NUMBER, BUT POTENTIALLY IT COULD BE THE HIGHER NUMBER

Site SS0545 – Behind Enniskillen For residential development Possibly 8 homes IT APPEARS THAT 8 HOMES WERE NOTIFIED AND ‘AGREED’ BY BABERGH

Consultation Questions – Settlement Hierarchy Key Services Recognise key facilities / services only, or Use a weighted scoring system recognising relationships to higher order settlements, key services and supporting services Ranking of Settlements Functional Clusters (e.g. Ipswich) Towns (Sudbury) and Core Villages (GW) Hinterland villages (LW) and Hamlets TO HELP ANSWER THE QUESTIONS: (1) WHERE IS MOST HOUSING NEEDED / GOING TO BE BUILT, AND (2) HOW BMS DETERMINE THIS. THE BMS INITIAL THE KEY SERVICES PREFERENCE IS OPTION FOR 2

Consultation Questions – Spatial Distribution BHD1 County Town Focussed 5% BHD2 Market town / rural area balance 15% BHD3 Transport corridor focussed 10% BHD4 New settlement focussed 5% The (%) Impact upon Hinterland Villages (LW) 1) THE CURRENT BABERGH LOCAL PLAN SPLITS NEW HOUSING GROWTH 60/40 BETWEEN URBAN AND RURAL LOCATIONS 2) THE NEW JOINT LOCAL PLAN PROVIDES NEW POSSIBILITIES FOR HINTERLAND VILLAGES 3) BUT REMEMBER, THESE PERCENTAGES ARE JUST AVERAGES, FOR SOME TOWNS / VILLAGES THE FIGURE WILL BE HIGHER, AND FOR OTHERS LOWER

Consultation Questions – Housing Types The district preference is to require a mix of housing, including accessible dwellings and bungalows for the elderly, on developments above 10 dwellings. There is also a preference to require affordable housing on sites above 10 dwellings. 1) BABERGH WILL SUPPORT ‘MARKET HOUSING’ ON RURAL EXCEPTION SITES ‘WHERE NECESSARY TO BRING THE SITE FORWARD’ 2) RURAL EXCEPTION SITES ARE SMALL SITES FOR AFFORDABLE HOUSING IN PERPETUITY 3) LASTLY WE ALL KNOW THAT DEVELOPERS OTEN COMPLAIN SO OFTEN CURRENT AFFORDABLE HOUSING TARGETS ARE NOT ACHIEVED.

Consultation Questions – Rural Growth Local plan preferences Hinterland Villages Review current defined boundaries and Have criteria based approach to enable proportionate development For Hamlets Have criteria based approach to enable infill development 1) THE NATIONAL POLICY IS FOR DEVELOPMENT TO BE DISTRIBUTED IN A WAY TO REDUCE THE NEED TO TRAVEL, HELP SUSTAIN RURAL AREAS AND SUPPORT RETENTION OF EXISTING SERVICES. 2) FOR BABERGH, DEVELOPMENT ON A NUMBER OF SITES HAS NOT PROGRESSED AS QUICKLY AS EXPECTED. WHICH MIGHT HAVE A FUTURE IMPACT

Landscape, Heritage & Design Landscape Options The preference is to remove local landscape designations and apply a criteria based policy Heritage Asset Options Identify types of assets to be considered as non designated heritage assets Maintain protection of non designated assets NON-DESIGNATED ASSETS ARE NOT DEFINED WITHIN NATIONAL PLANNING POLICY, BUT ARE CONSIDERED TO INCLUDE THOSE IDENTIFIED ON A ‘LOCAL LIST’. BABERGH MID SUFFOLK AIM TO PROVIDE A CONSISTENT APPROACH FOR LOCAL LISTS ACROSS BOTH DISTRICTS. HISTORIC ENGLAND: LOCAL LISTS PLAY AN ESSENTIAL ROLE IN BUILDING AND REINFORCING LOCAL CHARACTER AND DISCTINCTIVENESS IN THE HISTORIC ENVIRONMENT.
