Campaign Planning Process Step 4 – Campaign Formulation 28 March 2006 UNCLASSIFIED

Learning Objectives This module will cover Step 4 of the Campaign Planning Process. Aim of Step: Formulate the concept for the campaign with a description of the “conditions” that need to be recognized & influenced to achieve the operational end state.

Learning Objectives Basic Process: End Product of the Step: This step is focused on the development of the Campaign Plan. This process is divided into 5 sub-steps. End Product of the Step: Campaign Plan Directive – articulates the overarching campaign design and campaign schematic with Decisive Point (DP) analysis. Warning Order 3 – prioritized Supporting Effects (SEs) based on the Campaign Plan Directive are described within a Concept of Operation for follow-on OPLAN & OPORD 1.

Step 4 – Campaign Formulation Main Action The campaign is developed in 5 steps: Step 4A – Developing the Campaign Framework: C5 PLANS forms a small OPT & continues the analysis of the S-COG critical vulnerabilities (CVs), in conjunction with the operational end state. This develops understanding of the “conditions” that must be recognized & influenced in the system if the desired end state is to be achieved. These conditions are called Decisive Points (DP). Once described in detail, these DP are linked in relationships, time, space and/or purpose to form a Campaign Schematic.

Step 4 – Campaign Formulation Main Action Step 4B – DP Analysis & Supporting Effects (SE) Development: The Campaign Framework is now refined by a larger team drawn from across CTF Staff & CTF Components. Each DP is further analyzed and defined more closely and broken into its constituent parts, called Supporting Effects (SE). The development of SEs adds detail to the DPs & starts to establish the pragmatic issues identified by the CTF staff in its concurrent factor analysis (Step 3C).

Step 4 – Campaign Formulation Main Action Step 4C – DP Evaluation: The campaign framework should be evaluated against the CCTF’s intent. This is not a wargame but a validity check where each DP is assessed for its feasibility, suitability & acceptability. This is best done in a C5 OPT with a Red Team and SMEs present. This is the first point at which measures of effectiveness (MOEs) are considered.

Step 4 – Campaign Formulation Main Action Step 4D – Produce Campaign Plan Directive: The framework for the campaign is now articulated in a Campaign Plan Directive which includes: National and Military Strategic direction. CCTF’s operational design. Covers the full range of conditions which need to be addressed in the system to achieve the operational end state. It should not be considered as a campaign plan for ALL actors / stakeholders operating under strategic direction. However, it does recognize non-military conditions and thus ensures military planning is not pursued in isolation.

Step 4 – Campaign Formulation Main Action Step 4E – Determine Prioritized SEs: Not all SEs can be executed immediately (nor are they required to be); SEs are prioritized to determine those which require early action or military activity. Important & immediate SEs are assigned the highest priority. Remaining SEs are not discarded – they remain under constant review by C5 PLANS during execution & assessment. Each set of prioritized SEs form the basis for an OPLAN and/or OPORD.

Summary Campaign Formulation is the bridge that links what we know to what needs to be done. What do we know? Step 2 – Review of the Situation (OIPE). Step 3 – Problem Identification & Analysis (Mission Analysis, S-COG Analysis, & Evaluation of Factors). What needs to be done? Step 4 – DPs & SEs (Campaign Plan Directive) & Prioritized SEs (Warning Order 3). Identify the conditions that need to be recognized & influenced in order to achieve the operational end state.
