Intensity/density – height allowable through Plot ratio and approval on Sub-division 3. Infrastructure – roads, utilities, sea port, airport through capital investment 4. Preservation of the environment 5. Protection of buildings and sites of historical value 6. Ownership – public, private, foreign ownership
