Introduction On December 10, 2015, the Every Student Succeeds Act (ESSA) was signed into legislation to rewrite ESEA/NCLB. The Every Student Succeeds Act (ESSA) introduces an entirely new set of rules to Title I, Part A and other federal programs. Campuses must fully implement the new ESSA requirements in the 2017-18 school year.

Parent & Family Engagement – General Overview

Parent & Family Engagement Compliance Monitoring Review Deadline to complete all items for Compliance Monitoring Review is November 3, 2017 PFL Training for Compliance Monitoring Review – September 26, 2017 Pre-Review with PFL – October 9, 11, 13, 2017 Schedule of campus monitoring pre-reviews with PFL will be emailed the first week of October. Compliance Monitoring Review with PFL – November 7, 8, 9, 2017 HB5 History of Compliance is no longer required, however: Title I, Part A Parent & Family Engagement Program components are still a requirement per ESSA law (slide 5).

What does the Parent and Family Engagement Title I, Part A SAISD Compliance Checklist include? Updated Plan4Learning CNA-Family & Community Involvement Needs Section Updated Plan4Learning CIP – Include strategy(s) for Parent and Family Engagement 2017-2018 Parent and Family Engagement Policy 2017-2018 School-Parent Compact (additional requirement for Elementary Schools) 2017-2018 Annual Title I Meeting 2017-2018 Staff Training on the Value and Utility of Parents (the value of parent’s/family members’ contributions and service)

Campus will need to check the items on the list completed for compliance. This form must be signed by the principal and brought to the review.

Comprehensive Needs Assessment (CNA)

What is a Comprehensive Needs Assessment (CNA)? The CNA is the driving force behind the campus planning. The CNA is the groundwork to the district and campus improvement plans and decisions regarding use of funds. The CNA must support activities and strategies in the Campus Improvement Plan (CIP).

Campus Improvement Plan (CIP)

What is a Campus Improvement Plan (CIP)? The Campus Improvement Plan (CIP) serves as the blueprint for how the campus will actually address the needs identified during the Comprehensive Needs Assessment (CNA). The outline of a CIP consists of: Goal, Performance Objective, Strategy (GPS) and Resources Needed. The CIP must indicate strategies for parent and family engagement.

Parent and Family Engagement Policy – General Overview

What is a Written Parent and Family Engagement Policy? A written Parent and Family Engagement Policy explains how the District or School supports the important role of parents and family members in the education of their children. Every District and School that receives Title I, Part A funds must have a written Parent and Family Engagement Policy.

Parent and Family Engagement Policy – General Overview Both the District and the Title I, Part A school must have a written Parent and Family Engagement Policy: Developed jointly with parents and family members Agreed upon by parents and family members Distributed to parents and family members The Parent and Family Engagement Policy must be developed, reviewed, and revised annually with parents and family members input.

School Parent and Family Engagement Policy – General Overview The following is a general overview of the minimum requirements. A more detailed list is available on the Federal Programs Department website in the PFL training from March 21, 2017 “PFL ESSA Policy Training”. Additional resources can also be found at Region 16 http://www.esc16.net/page/title1swi.home The School Policy must: Involve parents and family members in developing the policy Involve parents and family members in developing the Schoolwide Plan (CIP) Build capacity for effective involvement of parents and family members Conduct an Annual Title I parent meeting Provide timely information including curriculum and assessment

School Parent and Family Engagement Policy – General Overview (continued) Jointly develop with parents and family members a School-Parent Compact Review and evaluate policy annually with parents and family members Statement of Purpose (recommended, not required) NOTE: Must provide the Federal Programs Department a hard copy of the current School Parent and Family Engagement Policy at the Compliance Monitoring Review.

School-Parent Compact

What is a School-Parent Compact? The school-parent compact is a commitment from the school, the parent and family members, and the student to build and develop a partnership to help children achieve the State’s high standards. The school-parent compact serves as a reminder and commitment of each stakeholder’s shared responsibilities for student learning.

School-Parent Compact General key components the compact must address: How the school will enable students to meet the State’s challenging academic standards by: Providing high-quality curriculum and instruction Providing a supportive and effective learning environment Building and developing a partnership between the school and parents and family members How the parent and family members will enable students to meet the State’s challenging academic standards by: Providing support for their child’s learning Participating in decisions relating to the education of their child Positive use of extracurricular time and volunteering in their child’s classroom More details are available on the Federal Programs Department website in the PFL training from 4/4/17 PFL ESSA School-Parent Compact Training

School-Parent Compact Additional Components for Elementary Schools Sign-in sheet of parent-teacher compact conference must state “School-Parent Compact Conference”. Indicate conference date on Sign-in sheet. General sign-in sheets are not acceptable for documentation (e.g. Office Visitor, Open House, etc.) Note: You may have a joint or separate conference to meet the School-Parent Compact meeting components (as long as the Compact Conference is indicated on the Sign-In Sheet and the Agenda).

Annual Title I Meeting

What is the purpose of the Annual Title I Meeting? ESSA requires that each Title I, Part A School hold an Annual Meeting with Title I, Part A parent and family members for the purpose of: Informing parents and family members of the school’s participation in Title I, Part A Explaining the requirements of Title I, Part A Explaining parent and family members right to be involved

Annual Title I Meeting Title I, Part A Campus shall: Convene an annual meeting at a convenient time (recommended to be held by early October). Invite and encourage all parents and family members of participating children to attend the Annual Title I meeting. Note: You may have a joint or separate meeting to address the Annual Title I Meeting requirement (as long as the Annual Title I Meeting is indicated on the Sign-In Sheet and the Agenda)

Staff training on The Value and Utility of Parents (the value of parent’s/family members’ contributions and service) The Federal Programs Department provides a PowerPoint with audio to assist with training To meet regulatory compliance: Schedule a meeting with the Principal Request to be placed on the agenda for a faculty meeting to ensure that staff training be conducted on or before November 3, 2017
