2 Introduction On December 10, 2015, the Every Student Succeeds Act (ESSA) was signed into legislation to rewrite ESEA/NCLB. The Every Student Succeeds Act (ESSA) introduces an entirely new set of rules to Title I and other federal programs. Campuses must fully implement these new requirements in the school year.

7 What is a written Parent and Family Engagement Policy and what does public law say in regards to it?
A Parent and Family Engagement Policy explains how the school district or the school itself supports the important role of parents in the education of their children. Every school district that receives Title I money must have a Parent and Family Engagement Policy.

8 What does public law say about the District Parent and Family Engagement Policy Requirements?
(a) LOCAL EDUCATIONAL AGENCY POLICY– (2) WRITTEN POLICY—Each local educational agency that receives funds under this part shall develop jointly with, agree on with, and distribute to, parents and family members of participating children a written parent and family engagement policy. The policy shall be incorporated into the local educational agency’s plan developed under section 1112, establish the agency’s expectations and objectives for meaningful parent and family involvement, and describe how the agency will— SEC PARENT AND FAMILY ENGAGEMENT (a)(2)

(A) involve parents and family members in jointly developing the local educational agency plan under section 1112, and the development of support and improvement plans under paragraphs (1) and (2) of section 1111(d) (B) provide the coordination, technical assistance, and other support necessary to assist and build the capacity of all participating schools within the local educational agency in planning and implementing effective parent and family involvement activities to improve student academic achievement and school performance, which may include meaningful consultation with employers, business leaders, and philanthropic organizations, or individuals with expertise in effectively engaging parents and family members in education; SEC PARENT AND FAMILY ENGAGEMENT (a)(2)(A)(B)

(C) coordinate and integrate parent and family engagement strategies under this part with parent and family engagement strategies, to the extent feasible and appropriate, with other relevant Federal, State, and local laws and programs; SEC PARENT AND FAMILY ENGAGEMENT (a)(2)(C)

(D) conduct, with the meaningful involvement of parents and family members, an annual evaluation of the content and effectiveness of the parent and family engagement policy in improving the academic quality of all schools served under this part, including identifying— (i) barriers to greater participation by parents in activities authorized by this section (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background); (ii) the needs of parents and family members to assist with the learning of their children, including engaging with school personnel and teachers; and (iii) strategies to support successful school and family interactions; SEC PARENT AND FAMILY ENGAGEMENT (a)(2)(D)

(E) use the findings of such evaluation in subparagraph (D) to design evidence-based strategies for more effective parental involvement, and to revise, if necessary, the parent and family engagement policies described in this section; and (F) involve parents in the activities of the schools served under this part, which may include establishing a parent advisory board comprised of a sufficient number and representative group of parents or family members served by the local educational agency to adequately represent the needs of the population served by such agency for the purposes of developing, revising, and reviewing the parent and family engagement policy SEC PARENT AND FAMILY ENGAGEMENT (a)(2)(E)(F)

(b) SCHOOL PARENTAL AND FAMILY ENGAGEMENT INVOLVEMENT POLICY – (1) IN GENERAL – Each school served under this part shall jointly develop with and distribute to parents and family members agreed on by parents and family members, that describe means for carrying out the requirement of subsections (c) through (f) Parents and family members will be notified of the policy provided in a language the parents can understand updated periodically to meet the changing needs of parents and the school SEC PARENT AND FAMILY ENGAGEMENT (b)(1)

(c) POLICY INVOLVEMENT – Each school served under this part shall: (1) Convene an annual meeting at a convenient time to inform parents of their school’s participation under Title I, Part A explain the requirements of their right of the parents to be involved. (2) Offer a flexible number of meetings morning or evening Providing funding for transportation, child care (3) Involve parents in an organized, ongoing, and timely way with the planning, review, and improvement of programs Parents right to be involved in the process of the school Parent and Family Engagement Policy SEC PARENT AND FAMILY ENGAGEMENT (c)(1)(2)(3)

(4) Provide parents of participating children: (A) Timely information about programs under this part. (B) A description and explanation of the curriculum in-use at the school, the forms of academic assessment used to measure student progress the achievement levels of the challenging State academic standards (C) If requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children and respond to any such suggestions as soon as practicably possible. SEC PARENT AND FAMILY ENGAGEMENT (c)(4)

(5) if the schoolwide program plan is not satisfactory to the parents of participating children, submit any parent comments on the plan when the school makes the plan available to the local educational agency SEC PARENT AND FAMILY ENGAGEMENT (c)(5)

(d) SHARED RESPONSIBILITIES FOR HIGH STUDENT ACADEMIC ACHIEVEMENT – Jointly develop with parents a school-parent compact that outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve the State’s high standards. (e) BUILDING CAPACITY FOR INVOLVEMENT – (1) Shall provide assistance to parents in understanding: the State’s academic content standards and State student academic achievement standards the challenging State academic standards, State and local academic assessments, the requirements of this part, how to monitor a child’s progress, and work with educators to improve the achievement of their children. (2) Shall provide materials and training to help parents work with their children to improve their achievement, such as literacy training and using technology (including education about the harms of copyright piracy), as appropriate, to foster parental involvement SEC PARENT AND FAMILY ENGAGEMENT (e)(1)(2)

(3) Shall educate teachers and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school (4) coordinate and integrate parental involvement programs and activities such as parent resource centers, that encourage and support parents in more fully participating in the education of their children; SEC PARENT AND FAMILY ENGAGEMENT (e)(3)(4)

(5) Shall ensure that information is in a format in a language the parents can understand. (6) May involve parents in the development of training for teachers, principals, and other educators to improve the effectiveness of such training. (7) May provide necessary literacy training from funds received under this part if the local educational agency has exhausted all other reasonably available sources of funding for such training; (8) May pay reasonable and necessary expenses associated with local parental involvement activities, including transportation and child care costs, to enable parents to participate in school-related meetings and training sessions. (9) May train parents to enhance the involvement of other parents (10) May arrange school meetings at a variety of times or conduct in- home conferences with parents who are unable to attend such conferences at school, in order to maximize parental involvement and participation (11) May adopt and implement model improving parental involvement (12) May establish a district wide Parent Advisory Council to provide advice on all matters related to parental involvement in programs (13) May develop appropriate roles for community-based organizations and businesses in parent involvement activities (14) Shall provide such other reasonable support for parental involvement activities under this section, as parents may request.
