Disaster Relief System Good Morning! I am Lieutenant Colonel Kwon, Kwang Taek from the Republic of Korea Joint Chiefs of Staff. I am glad to have this valuable opportunity to present on the disaster relief system of the Republic of Korea to all of you who are participating in this MPAT Tempest Express today. O V E R V I E W Disaster Management System Disaster : System to protect the lives & property of citizens from disaster Disaster : Caused by nature : hurricane, flood, drought, earthquake Caused by human factors : radiation accident, ocean pollution, shipwreck Now I would like to give an overview of disaster including definitions, disaster management regulations. The disaster management system is the system to protect the lives and property of citizens from disaster. Disaster can be classified into 2 categories : the natural and those caused by human factors. Natural disaster are damages caused by nature such as hurricane, flood, drought, and earthquake. Disaster caused by humans include radiation accidents, ocean pollution, and shipwreck Korea has a basic law of Civil Defense which takes priority over all laws other than military related laws. Mil. Disaster Management System Next, I will briefly present on the Korean disaster management system.

MND Disaster Center Organization Mission Director Cooperation Government Agencies Request for Support (Director of LOG) Disaster Situation Cell (LOG) Army Disaster Center Navy Disaster Center AirForce Disaster Center Now I will introduce the Disaster Center of the Ministry of National Defense. The Director of Logistics, MND is the head of the Disaster Center. He controls the Disaster Situation Cell and coordinates with government agencies in connection with disaster. There are army, navy, and air force disaster centers under the MND disaster center. The mission of this center is emergency damage restoration, human rescue, and accident relief support. Division of Tasks (MND) Logistics : Oversees all disaster relief measures Personnel & Welfare : Implements measures against disaster caused by human factors Installation : Restores damaged military facilities Budget & Finance : Provides financial support to military in restoration efforts Mobilization : Mobilizes Reserve Forces Environmental Protection : Measures to relieve environmental disasters Public Affairs : Publicizes restoration activities OPN Directorate, JCS :Conducts emergency rescue OPNs As division of tasks of MND, The Logistics Management Bureau oversees all disaster relief measures and operates the disaster center and situation cell. The Personnel and Welfare Bureau implements measures against disaster, prevention of forrest fire and promotion of morale. The Military Installation Bureau implements restoration of damaged military facilities. The Budget and Finance Bureau provides financial support to military in restoration efforts. The Mobilizations Bureau mobilizes reserve forces, coordinates and controls training/ exercise of reserve forces. The Environmental Protection Office provides medical rescue support and measures to relieve environmental disasters. The Public Affairs Office publicizes restoration activities and accidents relief status. The Operations Directorates, JCS implements emergency rescue operations, measures against CBR, and counter-terror measures.

Disaster Relief Procedures JCS Crisis Action Team Disaster Situation Unfolds Military Action Crisis Assessment COA Development /Selection Execute Relief measures ` Military Support Military Disaster Relief Team SAR Unit Support Civil Defense Support Request for Support In case a disaster occurs, the JCS crisis action team as well as civil defense headquaters are convened to assess the crisis assessment. Thus, military and government are intergrated. When the crisis assessment from government and military demands military action, JCS CAT develops the COA, selects and executes militaryaction. When military support is needed, JCS operates disaster relief team, provides Search and Rescue Units to Central Disaster Headquaters. Civil Defense HQ Central Disaster HQ Relief & Restoration

Organization Function JCS Search & Rescue Center Director of SAR : Chief Director of Operations SAR Situation Cell : Director, Command & Control Center 1 SAR Desk Officer, Designated Operations Command LNO Function JCS Search and Rescue Center is operated within the Command and Control Center. The chief director of operations, JCS is the Director of SAR. Under his command, there are Director, command and contrl center, SAR desk officer and liaison officers of Operations Command. The funtion of this organization is to designate SAR assets and maintain situational awareness. In crisis, it gives directive to support SAR assets and maintains a system of alert 24 hour alert and action. Upon receiving request for support from Coastal Law Enforcement Agency and Central Emergency Relief Headquaters, JCS gives support directive to Service Operational Commands. The available assets per service is as shown on the slide. Search and rescue teams implement emergency relief of accidents such as missing aircrafts and ships, as well as shipwrecks. On-location Emergency Rescue (Military Command Structure) Commander, Joint Task Force Accident Relief center Dispatched Unit Military LNO Rescue Center Cooperation Employ troops as coordinated with Rescue Center Command / Control Site of Emergency Rescue (Human Assets on-location) The Commander, joint task force conducts emergency rescue operations through the dispatched unit leaders in cooperation with Government Accident Relief Center. Also, it maintains cooperation with government rescue center by dispatching military liaison officer.

Military Operational Guidance Next is military operational guidance according to the type of disaster.

Radiation Leakage Conduct operations under local command(MND) Declare alert in OPNS area Contain the contaminated area Dispatch local chemical units Personal, equipment & material support Provide medical treatment and aid to patient In case of radiation leakage, operations are conducted under the responsibility of regional commander. The local commander declares a state of emergency in area of operations and blocks contaminated area. Chemical units are dispatched to the AOR and measure radiation level and conduct decontamination. The local commander conducts intergrated operations among civilian, governmental, and military components and maintains a cooperative system. He provides personnel, equipment, material support, medical treatment, and aid to patients to protect residents .

Hijacking of Civilian Aircraft Re-dispatch airborne assets Confirm/Transmit hostage situation Ready Emergency-Air Defense assets Increase air surveillance/evacuate aircraft Prepare passenger evacuation & safety measures In case of hijacking of civilian aircraft, JCS transfers near-by airborne assets to surveillance and pursuit. It confirms and transmits hostage situation and gives directive tl air-defense emergency assets to maintain combat readiness. As a next step, JCS increases air surveillance in the area of hijacking incident , evacuates aircraft , and prepares passenger evacuation and safety measures in case of landing.

Terror at Storage Facilities for Chem /Poisons Gas Contain the contaminated area / dispatch chem units Block in-and out flow of arms Dispatch counter-terror unit to terror site Reinforce inspection by military/police Take additional measures against terror Enhance all-service alert In case of terror at storage facilities for chemicals and poisonous gases, it controls contaminated area, dispatches chemical units, blocks in-and out flow of arms at the border of terror region. And dispatch counter-terror units and task forces to terror site, reinforce inspection by military and police, takes additional measures against terror at important national facilities, enhance all-service alert, maintain intergrated operations and cooperative system among civilian, governmental and military components.

On-train Bomb Terror Coordinate with local director of disaster relief Commit search teams, bomb squads Maintain readiness of emergency relief assets (SOC, AOC, AFOC, other units) Increase surveillance on military explosives storage facilities Conduct joint inspection by military and police Operate joint interrogation team identify perpetrators In case of on-train bomb terror, the military conducts operation in coordination with the local director of disaster relief center. It commits search and reconaissance teams, bomb squads and military canines, maintain readiness of emergency relief assets, conduct strict joint inspection by military and polce, inspects and increases surveillance on military explosives storage facilities and operates joint interrogation team, and identifies perpetrator in parallel with rescue mission.
