1 Situation ARNORTH is currently tracking six events in Florida that could result in disasters. A train derailment has occurred in Jacksonville, Florida resulting in a poisonous chemical explosion causing a large number of casualties. Current state: the state CST and Georgia HRF have been requested to respond. Assessments are being conducted to determine if CRE DCRF forces will be required to respond. The second incident is the destruction of the bridge network that allows personnel living in the Florida Keys to evacuate. As a result, there is a potential for personnel to be trapped on the islands and succumb to extensive surge/flooding from the approaching hurricanes. The third event is hurricane Lay which is projected to reach land fall late Sunday night or early Monday morning as a CAT III hurricane. The fourth event is hurricane Kirk which is expected to reach land fall two days later as a CAT II and could exacerbate flooding from hurricane Lay. Event five is a civilian contracted DC-10 crash. The aircraft crashed into chemical storage tanks and surrounding houses on harbor island while on approach to MacDill AFB, Tampa, FL. The sixth event is a EF4 tornado in Gainesville, FL, near the University of Florida and the VA medical center. Winds were between 160-200 miles per hour. Two of the six are awaiting COCOM approval: FL-DOD-28 and FL-DOD-29.  Region IV DCO/E is deployed to FL EOC at Tallahassee, FL.  ARNORTH JCE and 1X BSI coordination team have deployed to Ft. Stewart, GA; a second BSI will go to Ft. Benning, GA.  Preparations are being made to deploy Region I DCO/E to GA EOC in Atlanta, GA and Region III DCO/E to SC EOC at Columbia, SC. Assessment Florida is facing six different events that all could result in major disasters. These concurrent events will strain and overcome the Florida Emergency Services. The immediate concern is the effects from the two chemical incidents from the train derailment and DC-10 crash. Emergency services will be fighting both the effects of the event while also trying to prepare for the Hurricanes Lay and Kirk. These storms may also increase the affected zone from the chemical incidents by spreading the contaminants. The tornado in the northwest will pull resources away from the chemical incidents and make coordination of limited resources difficult. The 7 mile bridge accident and structural damage will cause the residents of the Florida Keys to ride out the hurricanes instead of evacuating. The storm surges, waves, high winds and the island’s low elevation will increase the effects and risk to the residents. This will increase the need the for SAR after the storm and without ground access to the islands there will be no ground transportation to bring in relief supplies or conduct operations without air or sea transport. Overall, Florida will require increasing amounts of Federal support as the assessments are completed and the storms pass. Additionally, ARNORTH must be prepared to respond outside of the current JOA as the storms pass through Florida and possibly affect other gulf states or the eastern seaboard.
