Chair, FACCE-JPI Governing Board 12th February 2013 Cooperation between the Joint Programming Initiative on Agriculture, Food Security and Climate Change (FACCE-JPI) and Selected Third Countries Niels Gotke Chair, FACCE-JPI Governing Board

FACCE-JPI Vision and Mission Vision: An integrated European Research Area that addresses the challenges of Agriculture, Food Security and Climate Change to achieve sustainable growth in agricultural production, meet increasing food demand and develop a European bio-based economy, while maintaining and restoring ecosystem services under climate change Mission: To promote the integration and alignment of national research resources in Europe under a common research strategy, to address the diverse challenges in agriculture, food security and climate change The FACCE-JPI Thematic Scope lies at the nexus of agriculture, food security and climate change

22 Participating Countries 17 EU Member States + 4 Associated Countries+ 1 Third Country Italy The Netherlands Norway Poland Romania Spain Sweden Switzerland Turkey UK Cyprus Austria Belgium Czech Republic Denmark Estonia Finland France Germany Ireland Israel New Zealand

FACCE-JPI’s Strategic Research Agenda: 5 Core Themes

Overview of FACCE-JPI activities (1) 9 ongoing joint actions+ 1 under development 53 collaborative research projects Core Theme 1. Food security under climate change Core Theme 2. Sustainable intensification of agriculture Core Theme 3. Biodiversity & ecosystem services Core Theme 4. Adaptation to climate change Core Theme 5. GHG mitigation in agriculture Knowledge Hub on modelling the impacts climate change on food security (MACSUR) - partnerhsip with AgMip (€15M, 300 researchers) Knowledge Network on sustainable intensification Joint call with the BiodivERsA ERA-NET (€10.2M) FACCE ERA-NET + on Climate Smart Agriculture (€19M*) Multipartner call on agricultural GHG mitigation with 3 GRA countries (USA, Canada, New Zealand)(€5.5M) FACCE ERA-NET Cofund on Sustainable agriculture for food and non-food systems (SURPLUS) with New Zealand (€15M) ERANET Cofund with Water JPI on sustainable water management in agriculture (WATERWORKS 2015) with Canada, Egypt, Taiwan, S. Africa, Tunisia (now AC) (€26M*) + Exploratory workshops (on food and nutrition security, ICT, biorefinery, etc.) International call (Collaborative Research Action) on food security and land use change with the Belmont Forum (Australia, Brazil, India, Japan, S. Africa, USA) (€5.3M) FACCE ERA-NET Cofund on monitoring and mitigation of agricultural GHG (ERA-GAS) with New Zealand (€14M*) Thematic Annual Programming Network on organic matter sequestration in ag. soils * Committed budgets 5

Modalities for cooperation with third countries Participation in a FACCE-JPI joint research action (e.g., call for research; ERA-NET, researchers’ network) requires: A mutual interest in a given theme/ topic Commitment on the part of the third country Available national funding (in-cash and/or in-kind) to participate 2. Adhesion to the JPI via « Associate Membership » requires: Strong commitment to the FACCE-JPI Vision and Mission (formal request to join the Governing Board) A history of successful cooperation Interest and means of getting involved in more than one joint action

Areas for cooperation at joint action level All joint research actions are potentially open to third countries Likely thematic priorities of FACCE-JPI in 2018-2020: Soil-food security-climate change (with GRA, 4/1000 initiative?) Food and nutrition security (with JPI HDHL and JPI Oceans) Digital agriculture, incl. precision agriculture (with ICT Agri ERA-NET, the International Bio-economy Forum?) Cross-cutting priority: Consolidation, dissemination and valorisation of FACCE-JPI scientific results, including at policy level Implementation Plan for 2018-2020 to be elaborated in 2017 (based on the updated Strategic Research Agenda)

For FACCE-JPI Member-Countries Expected benefits For Third Countries Entry point into the EU research and innovation landscape FACCE-JPI is the leading European initiative on agriculture-food security- climate change Ability to reach out to 22 countries Flexible mechanism with variable geometry/ voluntary participation Access to FACCE-JPI’s European and international partners For FACCE-JPI Member-Countries Greater impact and visibility internationally Increased research structuring and cost-efficiency to address complex societal challenges Strengthened science diplomacy EU “Open to the World”  priority Access to new research data and methods Possible challenge: Inter-operability between research funding rules; different timing
