Research is a strong component of policy-making focus on energy efficiency / renewables but: no specific platform for CHP/DHC large budgets / networks required Better coordination more efficient / effective use of scarce resources build-up on existing projects

6 Paving the way to success II
Synergies with EU funds : especially Structural and Cohesion Funds International Financial Institutions (EIB, EBRD, WB) Better cooperation facilitating access to funding increased dissemination enhanced visibility stronger partner for the EU (implementation) Deepening the integration of European (manufacturers), national (research institutes/universities) and local level (utilities)
