BEYOND 2020: Supporting Europe‘s Coastal Communities Tallinn, estonia,12/13 October 2017

AquaculturE in aT Structure: AT produces fish in ponds (1 804 ha) , in flow-through systems (296 601 m³) and in recirculation systems (3 900 m²). Production: 3 100 t of fish/year (mainly trout and carp) - total value: €20 m. AT Strategy 2020: increase self-sufficiency in freshwater fish aquaculture from 34 % to 60 % by 2020 = production increase of 2 400 t/year until annual production reaches 5 500 t.

EMFF 2014 – 2020 AT share Total allocation: €6400 m AT share: €6.965.000 = 0,12 % of total EMFF = smallest MS Programme AT‘s Operational Programme (OP) – total budget: €13.930.000 = EU + national EMFF priorities covered by the OP: Environmentally sustainable, resource-efficient, innovative, competitive and knowledgebased fisheries and aquaculture; Implementation of the Common Fisheries Policy (CFP); Marketing and processing.

Problems in AT Aquaculture Trout production: high-quality flowing water is required for breeding – number of suitable sources is limited. Carp production: creation of new ponds is very expensive. Bureaucratic hurdles in water law – duration of licenses for water utilization rights is often too short = decisions taken by the AT Länder (federal structure). Imported sea fish is cheaper than quality fish from AT. Damages by predators (cormoran, otter): a cormoran consumes 0,5 kg fish/day, an otter 0,8 - 1,5 kg of fish/day. Late start of EMFF 2014-2020: payments realized by 31 August 2017: €1.070.000 (EU share: €500.000) = 7,7 % of total budget.

Future EMFF beyond 2020 – AT remarks Successful programs should be continued after 2020. Simplification/reduction of administrative burden and costs is needed. MS should be free to choose whether to use the EMFF resources (allocated in the normal procedure) for their own EMFF OP or to transfer them to rural development for aquaculture activities. The sustainable use of seas and oceans remains a top priority: useful measures under the Integrated Maritime Policy should continue to receive EU financial support.
