The UPP has been operational since December 2015. Composition MS: 5 – Belgium, France, Germany, Greece, Spain Cities: 7 -Birmingham (GB), Daugavpils (LV), Kortrijk (BE), Keratsini-Drapetsona (GR), Lille (FR), Lódż (PL), Timisoara (RO) Regions: 2 – Brussels Capital Region, Ile-de-France Stakeholders: 7 – URBACT, EAPN, UN Habitat, FEANTSA, Eurochild, Eurocities, EUKN COM:2 – DG EMPL, DG REGIO (lead) The UPP has been operational since December 2015.

Roadmap In 2016: three partnership meetings (Paris, Amsterdam and Athens) three coordination meetings an open seminar in Athens (supported by EUKN) two study visits (Lille and Keratsini) a workshop at the EWRC on 11 October In 2017: four partnership meetings : Paris-Saint-Denis (19-20/1) Kortrijk (27-28/4) Brussels (29-30/6) Lódż (end September, including a study visit) two coordination meetings Social grocery supermarket, Keratsini Lille Sud, regeneration programme

Towards the Action Plan 6 priority areas discussed in 3 working groups 3 specific priority areas to be discussed in smaller working groups Child poverty > investing in children to guarantee their rights Led by Belgium Regeneration of deprived neighbourhoods Led by France (CGET) on regulation part / Co-leaders (SPAIN) on knowledge part and Lodz on funding part Homelessness Led by FEANTSA   3 transversal priority areas to be discussed among all members of the partnership within each specific priority area Access to quality services and welfare (health, education, welfare and jobs, energy poverty, mobility, active inclusion) Data (identifying, measuring, monitoring and evaluating urban poverty) Tackling vulnerability of Roma people

Towards the Action Plan   Each working groups is responsible for developing action/recommendation proposals in its priority area Version 0 of the Action Plan (first proposal of each working group) by 31 March 2017 and discussed at the next Partnership meeting on 27-28 April The finalised Action Plan is scheduled for June 2017

Lessons learned Positives: necessary to frame the works (through scoping documents); to set a timetable (2017 roadmap) and to structure the discussions and prioritize; to develop communication tools (folder, posters, web) to make the partnership visible Negatives: necessary to have scoping documents as early as possible; to determine the calendar of productions and their deliverables as early as possible and on an annual basis Advice: attention should be paid to deadlines and to the proper involvement of partners in the drafting of proposals for the Action Plan. When designing/discussion proposals for the action plan, two-day meetings are necessary.

Key actions A scoping note developed by two URBACT experts. Partners and the EC commented on the scoping note. The Technical Secretariat is preparing an annex to accompany the scoping note (collection of comments received). A successful Partnership meeting was held in Paris on 19-20 January. The three key priority areas were agreed upon by the Partnership, as well as the three transversal priority areas that will be discussed by all working groups. Working groups (3) were established to explore the priority areas, and working group leaders were assigned to steer the groups in the development of their Action Plan sections. A meeting between the coordinators and the Technical Secretariat was held on 10th February A roadmap for 2017 has been proposed by the coordinators and agreed among the partners
