Skills Development Facilitators Skills Development Facilitator (SDF) Company contact person Must register on Seta management System (SMS) Username and Password Responsible for signing-off Labour Skills Development facilitator (LSDF) Employee Representative Own Username and Password Registered on SMS

Submission of WSP/ATR WSP – Work skills Plan ATR – Annual Training Record Pivotal Professional, Vocational, Technical and Academic Learning PP – Pivotal Plan PR – Pivotal report Sign-off by both SDF and LSDF

Grants Company pays 1% of payroll to SARS Mandatory Grants 20% of SDL’s For Non- Pivotal Programmes Discretionary grants 49.5% For Pivotal Programmes Only South African Citizens Awarded by the discretion of the SETA

Skills Development Levies Breakdown SARS 2% NSF – National Skills Fund 18% SETA – 10% QCTO -0.5% COMPANIES DG (Pivotal) 49.5% MG – 20%

Documents Uploaded Minutes of Training committee meetings Any evidence of training reported on the ATR for the previous year Letters of SDF and LSDF confirming they accept responsibility submission and sign-off Any supporting documents Regular training committee meetings Invite Merseta Client Liaison Officer to at least one off these meetings

SIGN-OFF Signing-off - by both the SDF and LSDF LSDF sign-off first Make a copy of sign-off page Both SDF and LSDF Physically sign-off Scan and upload the signed sign-off page to documents SDF can now sign-off after all supporting documents are up-loaded

Resolution of Disputes Matters must be resolved as fairly and as speedily as possible The LSDF may not sign-off if the issues are training and development related Any other disputes that is not training related, the LSDF should still sign-off If refused, the company must draft a letter and state the reasons for the LSDF not signing-off This letter must be signed by the CEO/MD and loaded onto the system when submitting WSP
