Vision, Goals & Objectives

R2CTPO ITS Master Plan Vision “Improve safety; facilitate the movement of goods and people; and enhance the transportation system’s efficiency, sustainability, and reliability through deployment of advanced technology and interagency coordination to maximize the transportation system’s utilization.” 2 parts what we want to do with ITS and then how

R2CTPO ITS Master Plan Goals Improve safety and security for all modes Provide real-time and accurate user information to make informed travel decisions Facilitate the efficient movement of goods and people Preserve and enhance access to multimodal choices and facilitate connections Integrate ITS projects with local and regional partner agencies and build on existing efforts Protect the environment by improving efficiency and reducing congestion and emissions with technology Collect, monitor, and report transportation data to support informed transportation policy decisions Support economic development is LRTP Goal #2 “Goal 2: Support Economic Development” Objective 2.2 ‐ Freight Movement Identify and support safe and efficient truck routes and other facilities that improve freight and goods movement.   Objective 2.3 ‐ Access to Intermodal Facilities Improve connectivity and access to rail, port and airport facilities. Objective 2.4 ‐ Transit Access to Employment Support funding of transit service that improves access to employment centers.

Inventory and Document Existing and Planned ITS Elements and Relationships

Existing Conditions Data Collection Overview Leverage FDOT District Five ITS Masterplan Data Focus on entities operating, administering, and maintaining ITS or signalization infrastructure Interagency communications Infrastructure Elements Traffic signal inventory Fiber optic communication networks Dynamic message sign inventory CCTV locations Traffic management centers System adaptability (i.e. signal compatibility with ITS technologies) Transit routes including Sunrail

Identify and Assess Transportation-Related Focus Topics – Stakeholder Interviews

Stakeholder Interviews IN PERSON TELECONFERENCE FDOT District Five Volusia County Flagler County City of Daytona Beach City of Palm Coast Flagler County Sheriff’s Office SunRail Florida Highway Patrol Volusia County Sheriff’s Office

Common Issues Identified Interagency communication and transparency is lacking or inflexible Limited ability to directly access/monitor video feeds from other agencies Varying stages of current ITS deployment and technologies Palm Coast system in its infancy Daytona Beach system is well established Special events and beaches present issues unique to Volusia and Flagler Counties

Common Issues Identified Lack of available data Information on travel conditions for before and after studies Unable to conduct corridor or system-wide reporting. Varying asset management programs Routine recurring ITS maintenance plan vs response-driven maintenance Maintenance of traffic inefficiencies Work zones Incidents/crash response inefficiencies Technically-skilled staff availability

Phase 2 Scoping Elements

Phase 2 Scoping Elements 1 Review Phase 1 – any changes/updates required? 2 Determine current and future ITS needs reflecting the goals and objectives 3 Identify candidate ITS projects and/or strategies that will: Address the identified ITS needs Contribute to a cooperatively managed, integrated ITS program Yield significant safety, security, and operational benefits in a cost-effective manner Conform to national, statewide, and regional ITS architectures 4 Recommend an implementation strategy addressing: Project prioritization Agency responsibilities Staffing requirements Interagency agreements Potential funding sources Continual operations and maintenance
