THE FUTURE OPERATING MODEL (FOM) The FOM is the transformation and re-procurement of the current NHS Supply Chain contract, which is due to expire in 2018. a strategic response to enhancing procurement efficiency and effectiveness across the NHS, as laid out in the Carter report. In order to benefit… the NHS as a whole; all Trusts, regardless of size; the procurement profession; and Patients. The Procurement Transformation Programme (delivering the FOM) is one of the highest profile programmes in government. benefits all Trusts benefits the profession the NHS benefits patients

The Future Operating Model for NHS Supply Chain will flex the tremendous buying power of the NHS saving £615m annually – a major contribution to healthcare efficiency.

WHAT WE ARE LOOKING FOR - Volunteer Evaluators for the Logistic Services Procurement The volunteer evaluators perform a vital role in ensuring that the Future Operating Model will help the NHS get the products and services it needs at the right time, for the best value and quality. You will:- be part of the team transforming the landscape for NHS procurement. assess bids from potential logistic service providers *** Evaluation Training will be provided *** Interested? Inbound Logistics & Transhipment (Subcontracted Service) THE LOGISTICS SERVICE The Logistics operation has two services, Core and Home Delivery Service (HDS). Core has five functional areas and two subcontracted services HDS has three sub services Core Logistics Service Transporting Home Delivery Service Warehouse Transport Warehousing Operational Finance Customer Services Inventory Management Internal Audit Customer Services Inbound Logistics & Transhipment (Subcontracted Service)

Do you have one of these attributes ? WHO WE ARE LOOKING FOR Do you have one of these attributes ? Clinical Commissioning Expertise This refers to an ability to identify if a submission provides sufficient confidence of understanding interactions with NHS staff and Service Users in the Home Delivery Service (HDS). These people need not be Clinicians but will need to understand the Clinical interactions in order to evaluate the bids. Materials Management Expertise This refers to experience and understanding of internal logistics processes associated with managing an internal store within a trust or hospital location. These people should be familiar with stock management, order management, picking, packing and delivery of items to customers. They need not be currently involved in managing an internal store but should have some experience of doing so. Supply Chain Customer Service Operation This refers to experience dealing with a Single Point of Access Customer Services function and understanding the operational outcomes. This can be either as a provider or as a customer, however extensive daily exposure is a requisite.

WHO WE ARE LOOKING FOR EVALUATORS WITH EXPERTISE IN: Do you have one of these attributes ? Supplier Management Expertise This refers to an ability to identify if a submission provides sufficient confidence that a bid shows an understanding of inventory management. The bidder also needs to demonstrate an ability to build sustainable and credible relationships with Suppliers. HDS Contract Management Expertise This refers to direct experience of managing an HDS supplier.

EVALUATION TIMELINE The below table sets out the timeline for the evaluation process . Evaluators will be required to commit to this timeline and attend all meetings.    Action Anticipated Date No of days Output Confidentiality and Conflict of Interest Doc to be completed  09th of October  1 day turnaround Signed declaration returned to fom.logistics@dh.gsi.gov.uk prior to receiving bid responses. Evaluator’s Workshop 26th , 27th & 28th September, 2017 10:30am – 2pm Information on specification/evaluation criteria/guidance on scoring process/rules of participation Award Questionnaires received for evaluator review and scoring 10th October 2017 Approx. 10 days over a 22 day period per Lot (depending on number of bidders) Completed individual scoring and comments through DH Exchange Evaluation period 16th October – 3rd November 2017 4 weeks Moderation Meeting 25th of October 1 day required in London Moderated technical scores for suppliers Clarification Meeting 31st October – 1st November 2017 Provisional if required Clarification meeting with potential providers if needed
