Future Dates for Mandatory Registration Part of the Register Date Register Opens Date of Mandatory Registration Workers in Housing Support & Care at Home 2017 2020 All workers new into their role are required to be registered within six months of starting in the new post. WHAT ELSE CAN EMPLOYERS DO? SSSC have recently produced two short videos to give workers information about SSSC and to give workers advice and information regarding what is expected of them in maintaining their registration. Fitting these in to training and induction when an employee is new to their role may help them have a better understanding of the SSSC from the start.

KEY INFORMATION Employers are committing an offence if they employ workers who should be registered but who are not. New workers should apply for registration as early as possible. Workers must be working in a service regulated by the Care Inspectorate to be eligible for registration. Workers cannot apply for registration in advance of being recruited into a role. Ensure that workers are applying for the correct part of the Register. What responsibilities do registrants have? It is an individual’s registration and it is the responsibility of the registered worker to maintain their registration by: - Complying with the Codes of Practice - Completing the required post registration training and learning - Keeping SSSC informed of any changes: - change of personal details; name, contact details, employment information, criminal convictions and disciplinary action - Paying annual fee - Renewing registration - Meeting a condition on their registration Registration may be lapsed if it is not maintained HOW CAN EMPLYOYERS HELP WORKERS MAINTAIN THEIR REGISTRATION? Are discussions held with staff about their registration and the Codes of Practice as part of induction and on an on-going basis at one to one and team meetings? This will help keep workers aware of their responsibilities as a SSSC registrant. Could other tools help remind workers to keep their personal details up to date?

Additional information for workers and employers Workers who are in a role where there is a requirement to register have 6 months in which to do so. It can up to 60 days to process an application for registration We receive over 1,400 changes of details per week - It is essential that we receive any changes to details in a timely way. By not updating details, registrants risk having their registration lapsed (removed) – this may be because we are unable to contact the individual in relation to their registration.

Meeting a qualification condition Workers with a qualification condition will be asked to submit evidence of having met their condition at renewal. Some workers may have been unable to achieve the required qualification within the timescale. Where there are exceptional circumstances that have prevented the worker from achieving a qualification we may grant additional time. The worker is required to complete a form explaining why they have not met their condition. There is also a section on the form to be completed by their manager. If an extension is granted, this may only be for a further short period of time. The above process is then followed and registration may be lapsed at that time if the condition has not been met.

What do we consider when a condition has not been met? What were the reasons for the condition not being met? There are legitimate reasons for example: maternity leave; serious illness; access to courses; funding etc. Is the employer supporting the request for additional time? How much of the qualification has been completed so far? The progress so far is significant in terms of our considerations. When are they likely to complete the qualification? We need to be assured that the worker is committed to completing the qualification within a reasonable timescale.

Lapsing registrations We lapse around 500 registration per month: Failure to pay annual fee Failure to renew registration Failure to meet a qualification condition If a worker’s registration is lapsed they are required to reapply in full and it can take up to 60 days to process a new application. It is illegal for an employer to continue to employ someone in a role if their registration is lapsed. In order to best avoid lapsing, registrants should use MYSSSC to keep all their details up to date and should ensure they check their emails regularly for any communication from us.

Post Registration Training and Learning (PRTL) How much PRTL is needed? During the 5 year registration period (most workers) you are required to undertake 10 days or 60 hours During the 3 year registration period (Managers) you are required to undertake 15 days or 90 hours – Managers will, from 1st November 2016, also have a 5 year registration and will be required to complete 25 days or150 hours of PRTL. 1 day = 6 hours What activities count? Training (accredited or non-accredited) Reading across a range of areas Self-directed learning (web-based, discussion) Supervision, team meetings, work, seminars Experiential learning Teaching, assessment, verification or contributing to learning opportunities Shadowing If registrants are working towards a qualification to meet a condition on their registration, for example, an SVQ, this can also be included for PRTL evidence.

PRTL continued PRTL is about on-going learning and development. It requires workers to take responsibility for this. PRTL helps to maintain & develop effective knowledge, skills & values that you can use to inform good practice when working with individuals using services.
