The Road Transport Village in Estonia

Our Aims 1. What do our members need? Business environment that favors commercial activities. 2. What are the expectations of the society with regard to road transport? Goods and passengers in due time at the right place, with minimum damage to the people and the natural environment. 3. What can the associations do for the benefit of its members and the society? To assist in the improvement of the commercial environment by lobby work and show the society how fair the road carriers are. These are things that nobody else will do instead of us.

In the Middle of Interests Lobbying at the international and national level also requires money in addition to extensive written work. If we want to be efficient in our activity, we have to think about how to earn money both for us as well as the IRU that operates at the international level in the interests of all of us. At home, at the national level, we have to manage ourselves with our things.

Our Options Of course, there is one more possible option: protest actions, blocking of roads, etc. Whom do we punish with this? Our dear colleagues – other enterpreneurs, whose vehicles stop, whose goods remain undelivered. We believe that this is not a productive way. We do not exclude protest actions, but that is the last resort, when there are no options left.

Our Way of Working Our association chose its way, i.e., real estate development and services for our enterpreneurs in order to: earn money for lobby work, support the commercial activities of transport enterpreneurs by offering them the services they need and creating a synergetic environment, send a clear message to the public that the road carriers are nice people who care for the safety of the environment, and that they are prepared to undertake large-scale projects for this purpose.

Infrastructure development ERAA has decided to act as an initiator and develop for the start four technological villages of the autohof type in strategically important places along the main roads, where both our enterpreneurs as well as the related organizations required by our carriers could concentrate. Plots of land have been acquired, and the detailed plan was set into motion in November 2004. 1. Luhamaa 2. Narva 3. Tallinn West 4. Tallinn East

Truckstops: Luhamaa Truckstop location Possible development areas 50 ha alongside with the Estonian (EU) - Russian border nearby the Luhama-Shumilkino border point. Cargo deliveries from Baltic States, East and West-European countries reach Russia through Luhamaa and vice versa. Luhamaa is the biggest border checkpoint in the region. ERAA Truckstop will be built next to the logistic center bordering the checkpoint. Truckstops: Narva Truckstop location 44 ha close to the Estonian (EU) - Russian border, at the entry to the city of Narva. The border checkpoint in Narva is located at the historic border of Europe and Russia. It links Estonian ports (situated on the northern coast) with Russia. The most favorable spot for Truckstop lies at side of the route outside the town of Narva. Truckstop location

Truckstops: Tallinn East 10 ha at the distance of 10 km from Tallinn along the St. Petersburg road, excellent connection with the Port of Muuga. The truckstop is situated at an attractive location near the border of Tallinn, close to the Muuga Harbor which is the biggest one in Estonia Truckstop location Possible development areas

Truckstops: Tallinn West 50 ha at the distance of 10 km from Tallinn on Via Baltica along the Pärnu road, excellent road connection with the Port of Paldiski. It is planned to be the biggest truckstop in the Baltics. The location has a huge potential. The area is seeing rapid real estate development – our latest neighbor is the local importer of DaimlerChrysler Silberauto with its service and warehouse. Initial Program: wide selection of services Office rooms ( 3000-4000 m) for rent and for sale to: enterpreneurs, professional transport associations (ERAA, AEL, EFFA), national motor vehicle registration centre (ARK), companies renting and selling vehicles and trailers, insurance companies, training companies, etc. Services The project is relatively risk free as the value of the land will increase at least twice after the establishment of the detailed plan, the equity of the association shall increase orrespondingly. Catering guarded parking lot, filling station, car washes for passenger cars, trucks and busses (cleaning of WCs), repair boxes for minor repairs, sale of car accessories and spare parts, washing facilities for workers and drivers, sauna, entertainment, etc. Consumer services

Thank you for your attention! We hope that the European Union will support our initiative through the support funds as all these services are also required by our colleagues from different countries. We are already working on the form of the respective application. At the same time we do not count on the aid only. We are able to complete one technological village along Via Baltica in full using our equity and a bank loan. Thank you for your attention!
