Why stop the chariot if… There are specific people chosen before time to be saved?

Why stop the chariot if… There are specific people chosen before time to be saved? We can be saved by simply believing in Christ?

Believing It is necessary. Mark 16:16; Acts 16:31; Romans 10:9
