State & Federal Requirements Determined by the number of ELs per school & their language backgrounds ELs in your school Transitional Bilingual Education (TBE): 20 or more ELs who speak the same language PK, K-6: Bilingual-endorsed teachers 7-12: Content, Bilingual/ESL-endorsed teachers Transitional Program of Instruction (TPI): 19 or fewer ELs who speak the same language PK, K-12: ESL-endorsed teachers Instructional Components: Native language instruction across core content areas (TBE required, TPI recommended) Instruction in language arts in the student’s home language English language instruction (ESL) History and culture of the native land and the U.S. Consider inviting charter attendees to share their current understandings around state & federal requirements. Appropriate Programs for ELLs; Program Design and Language Allocation Transitional Bilingual Education (TBE) including Dual language education Transitional Program of Instruction (TPI) Qualified Teachers with Appropriate Certification and Endorsements Illinois Law: Article 14 C – Section 228 1 OLCE/Charter Schools 7.21.14
