Key conclusions of the Final Report on the Development Programme for Cultural Export Practical challenges: packaging and marketing Structural issues: the structure of enterprises intermediaries retaining and utilising of rights The objective: In order to harness the economic basis of cultural production and to increase culture’s contribution to the national economy, the added value of CCIs need to be enhanced. This calls for financing product development and marketing as well as strengthening the intermediary structure to ensure effective market access, to improve the negotiating position of the production companies and to secure rights

Programme of Prime Minister Jyrki Katainen’s Government 1 GOVERNMENT PRIORITIES 1.3 Enhancing sustainable economic growth, employment and competitiveness …new sectors of growth will be developed in the industrial, service and creative sectors 6 ECONOMIC, EMPLOYMENT AND INNOVATION POLICY Reforming financing The importance of the creative sectors will grow as new business opportunities open up. Efforts will be made to encourage this activity by increasing financial contributions and recognising the special characteristics of the sector. Strengthening entrepreneurship The Government will foster business and export opportunities for the creative sectors.

The opportunities of creative industries shall be fostered: Cultural entrepreneurship and job creation will be supported and business opportunities fostered i.e. through product and service development. Responsible ministries: the Ministry of Employment and the Economy, the Ministry of Education and Culture Creative Economy in Work-life –project, which aims to build arts and culture based models and services in order to enhance employment and renew working life. The feasibility of setting up a creative economy development organisation and a co-ordinating body among the relevant Ministries will be assessed. Responsible ministries: the Ministry of Employment and the Economy, the Ministry of Education and Culture Cultural exports and marketing skills of CCIs will be promoted.
