GSM-R / Mobile coexistence National Cooperation/coordination Process RSCOM – RISC meeting France GSM-R / Mobile coexistence National Cooperation/coordination Process July, 6th 2016

01. GSM-R DEPLOYMENT AND COORDINATION PROCESSES 02. OVERVIEW OF THE SITUATION AS IN JULY 2015 03. PILOT GOVERNANCE & SCHEDULE 04. PREVENTIVE COORDINATION: AGREEMENTS BETWEEN PARTIES 05. CORRECTIVE COORDINATION: PROCESS & CASES 06. POC CONCLUSIONS 07. NEXT STEPS

ANFR a key role as Spectrum Manager 1. National stakeholders Synerail : to roll out GSM R infrastructure along railway tracks Railway : SNCF networks, SNCF services and others, National Safety Authority 4 Mobile Operators : Bouygues Telecom, Orange, SFR Numericable, Free Mobile 2 Ministries : Transport (Railways), Economy (Electronic Communications) ARCEP : Electronic communications regulator (NRA) ANFR a key role as Spectrum Manager European level: to prepare and to defend national positions on spectrum issues National Spectrum manager : to address the needs from various sectors Neutrality : to ensure coexistence between all spectrum users Certainty : legal framework in place to declare base stations in operation Tools : National data bases on radio sites, coordination processes and software, monitoring tools and staff

1. GSM-R National Deployment Network main lines equipped (15 000/30 000 km) Public-Private Partnership (SNCF-Réseau and Synerail) signed in 2010 Operate GSM-R Network until 2025 Pay charges

1. GSM-R National Deployment (January 2016)

1. GSM-R National Deployment (2018 Target)

1. T4 Case and its outcomes Line Characteristics

1. T4 Case and its outcomes Tramway line (8km) operated since 2006 Line Characteristics Tramway line (8km) operated since 2006 One of the first lines equipped with GSM-R in France Traffic: 1train/6min/direction GSM-R Network used for passengers information, operation and emergency power cut at level crossings No issue until december 2013 Major GSM-R interferences: traffic interrupted during 1 month ANFR investigations showed an excellent overall signal but important losses at given locations and more particularly at one level crossing. Cause: Upgrade of surrounding mobile networks to UMTS 900 (3G) which brought about IM3 December 2013

4 weeks of intense work between SNCF Réseau and mobile operators 1. T4 Case and its outcomes Outcomes 4 weeks of intense work between SNCF Réseau and mobile operators Given GSM-R deployment and mobile networks (3G/4G) upgradings Given the potential multiplication of interferences Given this type of situation already faced in other Member states Given risks for railway safety Given risks for the availability of the railway system It has been decided to develop a coordination framework between SNCF Réseau and mobile operators coordinated by ANFR

2. Overview of the situation as in July 2015 CONTEXT & STAKES RECOMMANDATIONS PRESCRIPTIONS COORDINATION PILOT PROJECT ADDITIONAL CONSIDERATIONS

ACTORS: ROLES & RESPONSIBILITIES 3. Pilot project : governance & schedule Sponsor : Ministry in charge of digital economy & ministry in charge of transports Project leader : ANFR Steering comity (steerco): Sponsors ARCEP TELCOs Railway companies (SNCF-Réseau, COSEA, UTP) National Safety Authority ANFR Project team Telcos SNCF-Réseau / COSEA ACTORS: ROLES & RESPONSIBILITIES Project kick-off: January, 20th 2015 Draft ECC report 229 as initial basis A one year duration project involving significant workload and dedication from all group members 8 Steerco 18 project group meetings (preventive coordination) 12 project group meetings (corrective coordination) Process assessment to be carried out by mid-July 2016 Agreed processes to be implemented by end of July 2016 Key MILESTONES

! 4. Preventive coordination : agreements between parties AGREEMENT ON COORDINATION ZONE AGREEMENT ON DATA TO BE SHARED ! CAUTION Coordination area ! AGREEMENT ON COORDINATION PROCESS AGREEMENT ON RISK ASSESSMENT METHODOLOGY (THRESHOLDS ADAPTED FROM ECC 229 REPORT)

AGREED EX POST COORDINATION PROCESS 2 PRACTICAL CASES ADDRESSED 5. Corrective coordination: process & cases AGREED EX POST COORDINATION PROCESS 2 PRACTICAL CASES ADDRESSED

6. Conclusions on the Pilot on Coordination/cooperation EX ante Coordination process : to mitigate the risk of interference Ex post In case of identified interference, issue resolution process Feasibility demonstrated 1st assessment of the magnitude of GSM-R issues : A manageable issue 1,1% Telco projects in the coordination zone submitted to effective coordination before ANFR agreement Discrepancies according to 900 MHz sub-band Adaptation to be implemented: Coordination zone to consider Process standardization (data format,…) Process delays Thresholds (3 frequencies IM3, …) Significant set-up and implementation costs Ready to be implemented GSM-R network optimisation to be explored before triggering the issue resolution process Key factors of success : reactivity mind-set & cooperation from all parties

7. Next steps The necessary upgrade of cab radio receivers (ETSI TS 102 933-1 v1.3.1) or implementation of necessary filters (cab radio in place) When ? Various approaches at national level on the upgrade of cab radio receivers : is there a need for investigating a common approach? As recommended by the current national pilot and the ECC report 229 To launch the agreed national coordination process to ensure coexistence (July 16) If needed, to solve remaining critical coexistence issues National process and various tools Lessons learnt from our national situation ECC report 229 : to consider additional use cases to be described (i.e Inter Mod 3 frequencies) To share national best practices to solve remaining critical coexistence issues (ECO web site?) France will contribute to the on going CEPT questionnaire on ECC reports 162 and 229 A mutual interest and a future “win-win” situation Today’s 2G/3G and GSM-R coverage

GSM-R / 2G-3G coexistence (900 MHz band) Context & stakes GSM-R / 2G-3G coexistence (900 MHz band) Encounter between 2 worlds: « Railcos » & « Telcos »   Dual stakes: security & traffic management (Railcos)/ customer experience (mutual interest Telcos/Railcos) Magnitude of the issue unknown (French context) No direct responsibility into question

In the short term, coordination procedures to be set up Recommandations In the medium term, cab-radio to be upgraded in accordance with the ETSI standard : TS 102 933-1 v1.3.1 The relevant solution to address both safety & mobile customer experience Hardships: various rail companies involved, projected timetable, founding operations , … In the short term, coordination procedures to be set up Preventive and corrective measures to cope with present issues

Coordination procedures Principles Use of existing ANFR processes Coordination pilot project Coordination procedures Principles Use of existing ANFR processes Pilot confirm coordination feasibility; adapt tools; test the procedures efficiency; assess costs (« run » phase) Pilot managed as a project Transversal project group set-up : ANFR, ARCEP, Min transport, Railcos & Telcos Project deadline to be taken into account Periodic reporting issued to steerco (risks, progress)

Additional considerations Short term coordination measures not to substitute for the comprehensive medium term technical solution provided by cab-radio upgrading: clear timetable expected from rail companies to upgrade cab-radio Coordination processes lifetime to be determined according to cab radio upgrading schedule Cost of the coordination procedures to be compared to cab-radio upgrading costs Complexity of the coordination (a field case may involve 2 or 3 Telcos and the railways company) : a key role for ANFR

Agreement on coordination process

Measures completed on railway tracks for tools calibration purpose Agreement on data to be shared Base stations technical characteristics (EIRP, tilt, antenna diagrams, …) Railways vectors Measures completed on railway tracks for tools calibration purpose NDA between SNCF & Telcos, SNCF & ANFR

Agreement on coordination zone

Agreement on risk assessment methodology Intermodulation threshold increases by 1 dB when GSM-R signal increases by 3 dB Additional national Tests carried out to confirm thresholds conclusions as regard to cab-radios implemented on SNCF trains

Agreed ex post coordination process A national process to address in a very short time frame critical situations (emergency process) or deadlock situation)

2 Practical cases addressed Initial assumptions on number of cases to investigated ( around 100) versus practical cases identified and addressed (2) to improve the coexistence in the others identified cases GSM-R perturbation reported near Paris-La Villette (Rosa Parks RER station) Inauguration of a new railway station North of Paris GSM-R network recurrent loss reported Emergency treatment through corrective coordination process Prescription issued : GSM-R network optimization GSM-R perturbation reported near Bordeaux GSM-R network to be put in operation by September 2016 GSM-R network permanent loss reported on the tracks Prescription issued: GSM-R network optimization associated to 2G/3G networks modification
