Radioactive waste and spent fuel management in Europe: current status and prospects Massimo Garribba Director, Nuclear Energy, Safety and ITER Directorate General ENERGY International Workshop on Radioactive Waste Management 15 December 2016, Budapest

All EU Member States generate radioactive waste and have to manage it safely in the long term Medicine Industry Research Decommissioning Nuclear Industry 16 MS with NPPs 14 MS with operational NPPs 20 MS with research reactors 1 case of shared NPP 2

Safety S Directive 2013/59/Euratom on Basic Safety Standards Directive 2014/87/Euratom on Nuclear Safety Directive 2011/70/Euratom on Safe and Responsible SF and RAW management Directive 2006/117/Euratom on Supervision and control of SF and RAW shipments

Directive 2011/70/EURATOM First attempt in 2003 – Nuclear Waste Package Adopted by the Council in August 2011 Scope responsible and safe long term spent fuel and radioactive waste management applies to all MS Objectives spent fuel and radioactive waste management, from generation to disposal from civilian activities

Directive 2011/70/EURATOM Complements the EU legal base in the nuclear domain and contributes to the safe and responsible management of radioactive waste and spent fuel by establishing a common legal framework with a set of requirements, guidance and timeframes for all MSs to follow.

Directive 2011/70/EURATOM – status quo - Implementation underway in all MS - National Reports received from all MS - National Programmes from 22 MS - 3 MS concrete plans for geological disposal (FI - 2022, FR - 2025 and SE - 2030) - First international peer review in 2017 (PL and FR) - 1st EC report to Parliament and Council beginning of 2017 - EC opinions on National Programmes in 2017

Directive 2011/70/EURATOM –key challenges Some Member States still have to either develop policy or make final decisions for disposal - Long timeframes Member States consider also the option for shared solutions as a disposal option - none proposed to host such a facility Adequate cost assessment, financing mechanisms and fund management for spent fuel and radioactive waste management remains a challenge Comprehensive up-to-date inventory - main challenge is inconsistent and sometimes incomplete reporting

Lessons learnt event from the EC review of MS implementation Directive 2011/70/EURATOM Lessons learnt event from the EC review of MS implementation 7-9 June 2017, Brussels EC presentation of its 1st Report Further discussion with MS on how to address common challenges and issues Identify areas where the EC can support MS

Thank you
