3 IAEA A Brief History SADRWMS Project (2004-2010) International Project on Safety Assessment Driving Radioactive Waste Management Solutions Purpose SADRWMS was an IAEA program of work designed to examine the application of safety assessment methodology to predisposal waste management practices and facilities including waste storage. It complements the experience gained with the IAEA’s projects ISAM completed in 2000, and ASAM completed in 2007.

4 IAEA A Brief History SADRWMS Project (2004-2010) Main Objectives In comparing international approaches to safety assessment in the predisposal management of radioactive waste, the SADRWMS objective was to improve and harmonize such approaches and methodologies. Scope encompassed all types of radioactive waste including disused sources, small volumes, operational waste and spent fuel, legacy and decommissioning waste, and large volume NORM residues.

5 IAEA A Brief History SADRWMS Project (2004-2010) Outcomes A Safety Report document that describes the methodology for safety assessment of predisposal radioactive waste management activities developed under the SADRWMS project. Input to a harmonized version of the safety guide DS284 “Safety Case and Safety Assessment for Predisposal Radioactive Waste Management Facilities and Activities” that includes the framework and flowcharts developed within SADRWMS -> published in 2014 as GSG-3

The SAFRAN software tool for applying safety assessment methodology to predisposal radioactive waste management, including user guide and tutorials The TINT Test Case Report, which documents the application of the methodology and the SAFRAN tool on the TINT Radioactive Waste Management Facility.

7 IAEA A Brief History 6 th and last Plenary Meeting of SADRWMS (April 2010) It was agreed that the completion of complimentary safety reports illustrating the use and application of the DS284 methodology and the SAFRAN tool would be a significant part of the follow up project. To oversee the development of these complimentary safety reports, it was agreed to establish the International Project on Complimentary Safety Reports, Development and Application to Waste Management Facilities (CRAFT).

9 IAEA CRAFT Project Objectives of CRAFT Project To apply the GSG-3 (=SADRWMS) methodology and Safety Assessment Framework (SAFRAN) tool to representative radioactive waste management facilities and activities (application cases): Application to radioactive waste management facilities and activities (Operators) Application for the regulatory review (Regulators) To oversee the development of complementary safety reports illustrating the application of methodology and tools developed within the SADRWMS Project

To provide a forum for supporting the use and application of the methodology and tool for the safety case and safety assessment To share experiences and identify lessons learnt Approach During the Inception meeting, a number of work areas with a need to develop further guidance in illustrating the application of the GSG-3 methodology and the SAFRAN software tool were identified (processing facilities, long- term storage, existing facilities)

11 IAEA CRAFT Project Regional Workshop on Development of the SC & SA for Predisposal Management of RW - Stockholm Oct 2011 TC funded meeting managed under the CRAFT umbrella. The aim was to identify a number of application cases that the agency could support to produce the production of the illustrated guidance requested by the WASSC to support GSG-3. Participants from 12 countries provided information about relevant activities in their countries. Terms of Reference of 3 CRAFT WG were developed: Storage and Processing RADON Facilities Regulatory Review

12 IAEA CRAFT Project – Overview of the WG Processing and Storage Facilities Working Group Objective: apply the GSG-3 methodology and the SAFRAN tool to existing facilities for the storage of radioactive waste Two facilities are considered in the development of illustrative SC: Central Storage Facility (CSF) in Slovenia Waste Treatment and Storage Facility (WTSF) in Cuba

13 IAEA Central Storage Facility (CSF) in Slovenia Safety case for the facility (currently in operation and licensed) for the storage of institutional radioactive waste generated during research activities, medicine and industrial uses Main purposes to prepare a new revision of the SC: Periodic reassessment Demonstration of the safety of the facility and To apply some changes as optimization of the facility design. Implementation of GSG-3 and Use of SAFRAN Tool

15 IAEA Waste Treatment and Storage Facility (WTSF) in Cuba Safety safety case for the possibility to extend the operational life of the facility (currently in operation and licensed for interim storage) for the storage of waste generated during research activities, medicine and industrial uses Draft SC will be considered in CRAFT report :

16 IAEA CRAFT Project – Overview of the WG RADON-Type Facilities Working Group Objective: apply the IAEA methodology and the SAFRAN tool to typical near surface RADON-type facility to support decision-making for planned operational waste retrieval operations and predisposal radioactive waste management activities at the near surface historical disposal facility for solid institutional radioactive waste Illustrative SC: Murmansk RADON-type facility

17 IAEA CRAFT Project – Overview of the WG Regulatory Working Group Objectives: check compliance of GSG-3 methodology and SAFRAN tool for regulatory review of WG application cases and provide recommendations

18 IAEA CRAFT Project – Outcomes Report of the Results of the International Project on Complementary Safety Reports: Development and Application to Waste Management Facilities (CRAFT) Structure: Main report summarizing the process undertaken and lessons learned in CRAFT Project with several Appendices/Annexes dedicated to illustrative Safety Cases (+ SAFRAN Files in CD-ROM) Status: Under process of finalization (requires another 1-2 consultancies to polish drafts)
