Western Electricity Coordinating Council OC Chair Report 2016 OC Goals Support and implement approved Path Operator Task Force Report recommendations Approve long term unscheduled flow dues calculation methodology to ensure full cost recovery for device owners Develop OC leadership program for future committee, subcommittee, and work group chairs and vice-chairs to ensure consistency and continuity Utilize the results of the Event Analysis Process to improve the reliable operation of the BES Develop improved communication, coordination process, and support of and with WECC MAC, Peak MAC and WECC Leadership Western Electricity Coordinating Council

Western Electricity Coordinating Council OC Approval Items White Paper on EHV Transmission Line Protection- Approved. White Paper on Installing and Maintaining Protective Relay Systems - Approved. Operating Committee Structure Review Task Force Reviewed committee assignment, charter, criteria used and proposed new structure. Comments were made both in favor of moving ISAS out of OC (maybe to MIC) and in remaining with OC Concern was expressed that there would be no forum for reviewing the training impact of new standards or providing trainer training if OTS goes away. Discussed JGC idea of combining OC and MIC. Western Electricity Coordinating Council

Western Electricity Coordinating Council NERC OC Discussed gas-electric interdependency and the need for closer coordination. GridEx3 exercise continued to show the importance of communication and coordinated response. EPA Clean Power Plan is set for full compliance in 2030. The three basic tenets are: Heat rate improvement for coal fired plants Re-dispatch of natural gas combined cycle plants Increased use of renewable energy. NERC is reviewing the Functional Model Lessons Learned has led to a recommendation of additional lightning protection in areas prone to lightning. Western Electricity Coordinating Council

Western Electricity Coordinating Council WECC BAL-002-2 Field Trial Goal is to evaluate impact of retiring Requirement R2 (Spinning Reserve). BAL-003 FRR is performance based and a much better measure. Conditions to monitor are changes in DCS performance and system wide frequency response. The OC supported moving forward with a field trial. Western Electricity Coordinating Council

Interchange Scheduling & Accounting Subcommittee There are regional practices that are contributing to after-the-fact tags. A white paper will summarize the issues and propose policy changes. A WIT Users Group is being formed. Western Electricity Coordinating Council

Remedial Action Scheme Reliability Subcommittee RASRS reviewed 23 new or revised RAS schemes. A new RAS definition becomes effective April 2017. RAS is replacing SPS. PRC-012-2 assigns most RAS responsibility to Peak. RASRS may transition from WECC to Peak. Western Electricity Coordinating Council

Critical Infrastructure Information Management Subcommittee In 2016 to date, there were five significant EMS events, three caused by network infrastructure. Duration of EMS outages seems to be increasing and is greater than in the Eastern Interconnection. NERC EMSWG is planning the 2016 Monitoring and Situational Awareness Conference in Folsom on September 27-28. Western Electricity Coordinating Council

Unscheduled Flow Administrative Subcommittee Proposed that Monthly Qualified Device cost repayment in the Western Interconnection Unscheduled Flow Mitigation Plan (WIUFMP) will be allocated based on the proportion of a Balancing Authority’s NAI absolute values compared to the total for all Balancing Authorities’ NAI during hours of Qualified Device usage. Comments noted the plan potentially ignores significant internal flows and does not recognize the non-impact of HVDC schedules. Motion passed at MIC. OC Transmission Providers approved 10-9-2 but Transmission Customers rejected 4-5-2. Western Electricity Coordinating Council

Operations Training Subcommittee WECC CEH training will be retired at the end of 2016 Several initiatives are on holding pending outcome of OSRTF recommendations. Human Performance Conference will be held November 7-10. Western Electricity Coordinating Council
