2 Information Sharing Policy
WECC membership does not automatically grant access to certain data. Access is retained for entities in the electric line of business (BA, TO, TOP, GO, GOP) and others as approved. All information may be shared with FERC and NERC unless prohibited by law or agreement. Non-U.S. data will not be shared with FERC. Western Electricity Coordinating Council

3 Operating Committee Structure Review Task Force
Reviewed Task Force assignment, charter, criteria used and proposed a new structure. Recommended five Subcommittees under the OC. Event & Performance Analysis Subcommittee (EPAS) Situational Awareness & Security Monitoring Subcommittee (SASMS) Joint Synchronized Information Subcommittee (JSIS) Remedial Action Reliability Subcommittee (RASRS) Unscheduled Flow Administrative Subcommittee (UFAS) Western Electricity Coordinating Council

7 Operating Committee Structure Review Task Force
Approval Item: Resolved, that the Western Electricity Coordinating Council (WECC) Operating Committee (OC) hereby approves (a) the recommendations of the Organizational Structure Review Task Force (OSRTF) as described in its Proposed Operating Committee Structure whitepaper dated August 25, 2016 and (b) the creation of a new task force to develop and implement a transition plan for those recommendations to be implemented upon Board approval within the first quarter of The motion was approved. 8 Reliability Standards Update
WECC Standards Committee approved BAL-002-WECC-2 R2 Field Trial (waive spinning reserve requirement). This is currently with NERC. NERC wants a guarantee that this will cause no reliability impact. WECC will send a letter agreeing to terminate the field trial if there are signs of reduced reliability. Retirement of TOP-007-WECC-1 (System Operating Limits) has been approved by WECC and NERC and now resides at FERC. Western Electricity Coordinating Council

9 Interchange Scheduling & Accounting Subcommittee
EIM affiliated transmission providers are modifying their OATTs to align with CAISO timing requirements. A WIT User Group is being formed to facilitate discussion of issues and changes to the WIT. Membership shall be open to each BA in WECC that uses the WIT. ISAS continues to discuss the proper use of emergency tags, the BA’s responsibility and how they should be implemented. 10 Remedial Action Scheme Reliability Subcommittee
RASRS reviewed 10 new or revised RAS schemes. PRC was approved by NERC and filed with FERC. This standard assigns most of the present reliability responsibilities of the RASRS to the RC. Peak and WECC will have to develop a transition plan, if and when PRC is approved by FERC. Western Electricity Coordinating Council

11 Critical Infrastructure Information Management Subcommittee
As of the October 2016 OC meeting, there were 12 EMS (category 1h) events. The root causes included Design/Engineering (4), Individual Human Performance (3), Communication (2) and Other (3). TOP (effective 1/1/2017) requires each TOP and BA to document and distribute data requests for all data required to perform its monitoring, analyses and assessments; and for each data-owner to satisfy the data request. The TOP-003 Task Force is proposing a common approach for all WECC entities to take in achieving and maintaining compliance with this new standard. CIIMS is seeking clarification on the TOP R9 requirement as to whether it applies to momentary outages related to planned EMS failover. The WECCnet has been permanently retired. 12 Unscheduled Flow Administrative Subcommittee
UFAS continues to coordinate with PEAK to migrate webSAS into the ECC. Parallel testing may begin in January 2017. PEAK encourages WECC Reliability entities to become familiar with the ECC. Unscheduled Flow Plan Operating Statistics 2016 (thru October 14) – COPS 713 hours, Curtailments 286 hours 2015 (thru October 14) – COPS 676 hours, Curtailments 204 hours 2014 (thru October 14) – COPS 2030 hours, Curtailments 860 hours In view of the failure of OC to approve past UFAS proposed revisions to the UFMP Funding Agreement, an Ad Hoc committee of OC members was formed to review the funding methodology and propose an alternative.
