The WECC BOD approved retirement of the standard and WECC submitted it to NERC on January 8, for NERC BOT consideration. If adopted by NERC’s BOT, it will be filed with FERC. WECC-0114 BAL-002-WECC-2 Request for Interpretation Requirement R1 includes language identifying allowable types of Contingency Reserve Requirement R2 requires one half of the Contingency Reserve required by R1 to be Operating Reserve – Spinning Request for clarification on the definition of “Operating Reserve – Spinning” in R2 Western Electricity Coordinating Council

WECC-0115 Retire BAL-002-WECC-2, Requirement R2 The SAR submitter claims that BAL-002-WECC-2, R2 is redundant with NERC BAL-003-1, R1 BAL-002-WECC-2, R2 requires that at least half the minimum Contingency Reserve required in R1, be Operating Reserve – Spinning” That is immediately and automatically responsive to frequency deviations Capable of fully responding within ten minutes Western Electricity Coordinating Council

WECC-0115 Retire BAL-002-WECC-2, Requirement R2 BAL-003-1, R3 requires an annual Frequency Response Measure (FRM) that is equal to or more negative than its Frequency Response Obligation (FRO) to ensure that sufficient Frequency Response is provided … Western Electricity Coordinating Council

WECC-0115 Retire BAL-002-WECC-2, Requirement R2 Summary: BAL-002-WECC-2, R2 specifies the quantity of contingency reserves that must be frequency responsive BAL-003-1 requires a specific Frequency Response Measure Some have argued that these are not the same requirement BAL-002-WEEC-2, R2 must be available within 10 minutes BAL-003-1 Frequency Response is 20-52 seconds Western Electricity Coordinating Council

WECC-0116 PRC-006-WECC-CRT-1 Change in Periodicity The current version of the criterion requires an annual validation of the WECC Off-Nominal Frequency Load Shedding and Restoration Plan It is currently taking approximately 18 months to complete each validation The SAR is to change the periodicity of the validation to every two years Current NERC standard requires validation once every five years. Western Electricity Coordinating Council Project 2007-06.2 Phase 2 of System Protection Coordination. This calls for revisions to TOP-009-1 and retirement of PRC-001-1. It is moving the requirements for Knowledge of Composite Protection Systems and RAS to the TOP family of standards rather than in the PER (Training) family. It is in ballot from January 10-19, 2016. Western Electricity Coordinating Council Project 2009-02 Real-time Reliability Monitoring and Analysis Capabilities. The project proposes two new standards, IRO-018 and TOP-010. They are related Real-time Monitoring and Analysis Capabilities applicable to the RC (IRO-018) and TOPs and BAs (TOP-010). They are in ballot from January 15-25, 2016.
