STATUS 9 December 2015 Cabinet approval of the White Paper on the Rights of Persons with Disabilities (WPRPD) and its Implementation Matrix

CONTEXT Domesticate UNCRPD (policy fore-runner of legislative audit & new laws) Embed disability mainstreaming in governance and administrative systems Strengthen accountability by duty-bearers Strengthen recourse for rights-holders Ensure that ALL persons with disabilities and their families benefit (persons with disabilities is not a homogenous group - race, gender, age, impairment, socio-economic status, geographical location etc matters and impact on opportunity access and participation)

PROGRESSIVE REALISATION OF RIGHTS More in number (access), More in diversity (compounded aspects), Better in quality (participation)

PILLAR 9 – Monitoring and Evaluation Tracking Statistical Trends Data will be obtained primarily from the existing data sets; data produced by other government departments and parastatals such as StatsSA, CSIR and the HSRC; and data gleaned from academic research institutes e.g. The National Income Dynamic Study(NIDS) conducted by University of Cape Town.

PILLAR 9 – Monitoring and Evaluation Programmatic Performance This data stream will ensure there is evidence that persons with disabilities are considered and integrated into government programmes and policies. This stream will encompass a largely quantitative evidence base. The data for this stream will be primarily sourced from government’s existing performance monitoring frameworks. 7% equity target to be reached by 2020.

PILLAR 9 – Monitoring and Evaluation Stakeholder Feedback This participatory data stream and approach is important for the qualitative monitoring and evaluation of human rights, and empowerment of marginalised people, whose voices are often not included in high level documents. It will facilitate the incorporation of qualitative data and evaluation ensuring that stakeholder groups are involved in the system.
