3R activity in the Republic of Kazakhstan

Current situation on the policy level “Concept of transition of the Republic of Kazakhstan to Green Economy” approved by Decree of the President of the Republic of Kazakhstan on May 30, 2013 №557 and Action Plan for the Concept implementation Established Advisory Body on transition to Green Economy and Working Groups (WG); one of them is WG on waste management Legislation: Ecological Code, Law on Public Private Partnership, Public Procurement Green Bridge Partnership Program

Developed regional road maps for implementing separate collection and treatment of municipal wastes Implemented EPR for vehicles, packaging and E - equipment Prepared proposals to the Ministry of finance to reduce taxes for SMEs of the waste infrastructure sector Key Ministries: Ministry of energy, Ministry of health and social development, Local Executive bodies Since 2016 to prohibit disposal of hazardous waste and packaging waste at the landfill On institutional level Put 3 R activities into the list of priority activities for investment projects implementation

Challenges Needs in BAT on waste management Insufficient Statistical Waste Data Shortages of EPR for the specific types of waste Lack of Waste Management Infrastructure Absence of products from secondary materials - waste market Sustainable life style Cost recovery technologies for small cities ( thousand inhabitants)

Future activities TARGET 02 TARGET 04 TARGET 01 TARGET 03 To develop national standards for SMEs which operate in waste management sector To create infrastructure for collection (2 containers overall), dismantling and recycling of such specific waste as WEEE, batteries, Hg-lamps, construction and food waste To expand EPR tools for specific types of waste To install technological lines for sorting “dry” part of the municipal waste and using it as secondary materials
