3 Setting the waste management system agenda
Develop strategic plan on MSW, which covers following issues: Define a tariff calculation methodology which will cover operational costs and investments with a certain rate of return taking into account profit generated from recycled materials Develop a mechanism to attract investments, e.g., through public-private partnerships in big cities and at the level of municipalities in small populated centers, using budget resources to develop industry Technology development Regulating MSW management Ministry of Environment and Water Resources of Republic of Kazakhstan: CONCEPT for transition of the Republic of Kazakhstan to Green Economy

4 Project: Public Private Partnerships in the Waste Management Sector of Kazakhstan
The aim of the study is to develop an understanding of the opportunities and barriers to establish public private partnership in the municipal utility sector in Kazakhstan. The project has the objective to Develop a specific understanding of P3s with respect to different models used for P3, in particular relating to business models, revenue sources, financing and regulatory framework. Identify the advantages, disadvantages and risks for partners and stakeholders in P3s. Identify different models to regulate private firms engaging in P3s

6 Services Assessment and Regulatory Supervision
The Waste Management Services Model looks at: Revenue models; Levels of services; Developing investment plans; Technology and Engineering specification; Operational processes and procedures; and Incident detection and response procedures;

7 Revenue model Is the current pricing regime attracting private investors? Is the current pricing regime sustainable? The current pricing mechanism is not recovering costs from the public (Government revenue subsidized) Define a tariff calculation methodology which will cover operational costs and investments with a certain rate of return taking into account profit generated from recycled materials

8 Investment in technology
Technology for waste recycling is very mature and is readily available on international markets, in particular in Germany Technical standards for waste treatment and deposition is very well defined in the European Union which should be reviewed and assessed for appropriateness in Kazakhstan Council Directive 1999/31/EC of 26 April 1999 on the landfill of waste DIRECTIVE 2008/98/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 19 November 2008 on waste Kreislaufwirtschaftsgesetz (Germany), in particular Appendix 1: Waste disposal, Appendix 2: Waste recycling, Appendix 3 : Criteria for the assessment of technology

Appropriate legislation for waste management careful design of PPP contracts Clauses for enforcing service standards Competencies in public regulators to monitor private operator performance and enforce service standards
