Legal context Draft Palestinian law for MOSA had passed the first reading in the social committee in the PLC.In this special section dealing with protection of women victims of VAW. Applicable Jordanian law for MOSA #14 year 1956 article 4 points Right protection for childhood,motherhood, family, fight vagrancy, trafficking and prostitution, and support all centers to achieve the objective. Palestinian criminal procedures law #3 for 2001 article 25 : all public servants must inform about a crime against individuals and can move to bring case to court on behalf of them unless otherwise exempted by law. Palestinian child protection law #7 for the year 2004 article 7 has clear provisions for the responsibility of child protection in terms of rights and procedures.

Palestinian Authority Ministry of Social Affairs (MOSA) vision Palestinian society that has achieved the social welfare for all within a comprehensive sustainable social development plan.

Palestinian Authority Ministry of Social Affairs Strategic Objective I Ministry of Social Affaires to be a Reference for Social Development Policies in Palestine. -Work towards social policy reform by referring to local available expertise. -Develop (strategic knowledge base) which supports social policy oriented research. -Institutionalize coordination with partners from civil society as well as formal institutions for the purpose of development of national plans. -Develop (partnership and coordination) strategies that insures sustainability in partner ships within the social welfare sector. - Ensure the legal reform, policy framework and mechanism for implementation for MOSA`s operation that promote social development and promotion of partnerships.

Palestinian Authority Ministry of Social Affairs Strategic Objective II Shift from a Humanitarian Assistance Policy Base to Development Policy Base. -Promote and expand partnerships with members of local civil society. -Empower target groups and stakeholders through their participation in the planning of various programs addressing their needs. -Encourage self reliance for individuals and families to become self sustainable.

Palestinian Authority Ministry of Social Affairs Strategic Objective III MOSA Developed its all Internal Resources to Ensure Professionalism. -Along with partners,capacity building of MOSA`s staff in implementing the various training programs.

Palestinian Authority Ministry of Social Affairs Strategic Objective IV Undertake Ongoing Internal Evaluations for MOSA Services Rendered. -Take measures to develop various services infrastructures i.e. protection centers …etc. -Develop framework for effective and sustainable partnerships at all levels within the society especially in the area of service provision to ensure comprehensive and sustainable services according to MOSA priorities. -Promote educational and preventive programs in the various areas of MOSA work. -Develop administrative procedures to ensure professional service delivery to target groups based on law and approved bylaws and procedures.

MOSA Target Group Orphans. Disabled. Women and girls victims of violence and abuse. Poor families. Youth, school drop out (Males and Females).

National Plan for the Protection of Women from Violence Vision Protect and empower women subjected to various forms of violence, oppression and deprivation based on the principle that every human being has the right to live in security and on the basis of human dignity, equity and equality.

National Plan for the Protection of Women from Violence Goal To provide protection, care and empowerment of Palestinian women and their family members subjected to violence.

Rational We need to : Ensure continuous policy development for cooperation and coordination with Palestinian civil society and coalitions working in the field of VAW. Compile and disseminate more reliable data on the number of domestic violence crimes, ‘honor’ crimes and all types of VAW. Enact a modern Palestinian penal code based on international human rights conventions that contribute to the elimination of VAW.

Rational we need to : Promote the development and adoption of family protection law. Develop safe homes and shelters and develop professional capacity of their staff to ensure professional service provision and achieve the desired protection of women and girls. Ensure financial sustainability of safe homes and shelters.

Project Components 1.A Center for Continuing Education and Training of Professional Staff: Create a professional team from MOSA staff and local community organizations to supervise and develop training and capacity building programs for protection institutions.

Project Components 2. Information and Research Center: Create a qualified team of researchers to carry out studies and policy oriented research on protection of vulnerable groups for PA legislative and policy reform and development. Develop draft laws i.e. family protection law or amendments i.e. criminal law, health law for legislative reform and development.

Project Components 3. A National Committee at the Level of OPT: Create a National Advisory Committee from governmental institutions and NGOs with clearly defined powers and duties to follow up with the protection project at a national level Create an infrastructure for protection in Gaza and the West Bank providing prevention programs and protection facilities of victims of violence for all vulnerable groups i.e: - Mehwar Center in Bethlehem - Emergency Shelter in Jericho - Safe House in Nablus - New shelter in Gaza

Project Components 3. A National Committee at the Level of OPT (Contd) Approve policies, procedures and bylaws for protection institutions. Provide professional monitoring and follow up of protection institutions. Contribute to the financial sustainability of protection institutions.
