Sue Vize UNESCO Adviser for the Pacific International Convention against Doping in Sport

Purpose Provides an internationally recognised legal framework to: (1)ensure that governments take actions against doping in sport, which are complementary to those already being taken by the sporting movement, including anti-doping activities at the national level, international cooperation, education and training, and research (2)provide support for the World Anti-Doping Code and International Standards developed by the World Anti-Doping Agency (WADA), recognising the importance of the Code and Standards in harmonising policy and practice in the sporting movement worldwide

Main obligations Provide funding to national testing programmes (art. 11), and encourage/facilitate doping controls (in and out of competition) (art. 12) Withhold financial support from athletes and athlete support personnel who commit an anti- doping rule violation, or from sporting organisations that are not in compliance with the World Anti-Doping Code (art. 11)

Main obligations (cont.) Restrict the availability of prohibited substances or methods to athletes (except for legitimate medical purposes), including measures against trafficking (art.8) Encourage producers and distributors of nutritional supplements to establish ‘best practice’ in the labelling, marketing and distribution of products which might contain prohibited substances (art. 10) Support and/or implement anti-doping education and training programmes for athletes and the sporting community in general (art. 19 to 24).

Fund for Elimination of Doping Purpose To assist States Parties to develop and implement anti- doping programmes in accordance with the Convention Priority Areas - Education projects focusing on youth and sports organizations - Policy advice (development of legislation, regulations policies…) - Mentoring and capacity development programmes USD$3.2 million available USD$20,000 for national projects USD$50,000 for sub-regional, inter-regional or regional projects

Applications  No deadline for applications  One project at a time and three projects per biennium  Applications through the National Commission for UNESCO (or designated government channel)  States Parties must make financial or in-kind contributions  Approval Committee to determine applications

Projects funded under the Fund 57 projects, worth US$900,000 supported since the establishment of the Fund in Marshall Islands, “Marshallese language anti- doping campaign” : development of an awareness-raising campaign targeted at athletes and athlete support personnel, with an emphasis on young people. Palau, “Education towards elimination of doping in sport in Palau” : development of an awareness- raising campaign targeted at various stakeholders in Palau, including political and civil society leaders, athletes, managers, coaches, students and teachers.

Policy Tools  Developing an anti-doping policy and/or legislation  Restricting the availability of prohibited substances or methods  Establishing a registered testing pool  Funding doping controls, including a budget outline  Implementing cost effective education programmes.

Monitoring compliance with the Convention: the AD Logic system  Developed by the Secretariat to monitor the compliance of all States Parties with the obligations set forth in the International Convention against Doping in Sport.  Online questionnaire completed by States Parties every two years. Next deadline: 30 September  States Parties that have not submitted their report will be considered as non-compliant and will not be able to benefit from the Fund.
