Can others replicate the EU experience? Experience of others shows that they can! Country Road deaths %Change Deaths / population Bulgaria Czech Republic Estonia Hungary Latvia Lithuania Poland Romania Slovakia Slovenia Serbia % European Union ((EU) Road SafetyAlan Ross and Mariya Ivchenko 7 Serbia by adopting EU approaches reduced deaths by 57%

Implementation of the regional road safety Action Plan for the Neighbourhood East and Central Asia – TRACECA Road Safety II EuropeAid/133698/C/SER/Multi Project funded by EU Consortium SAFEGE – IMC Worldwide – Grant Thornton – Granturco & Partners Head Office Belgium – Gulledelle 92, B-1200 Brussels, BELGIUM, Tel: , , Fax: Project Office: Kiev, Ukraine Comparison of TRACECA countries against other ex soviet countries who have implemented EU approaches to road safety Deaths per population

Basic facts about road safety Seatbelts 30kph = 2 nd floor 50kph = 4 th floor 70 kph = 7 th floor 90kph = 11 th floor Speed and pedestrians 30kph = 5% dead 60kph = 40% dead 80kph = 95%+dead Alcohol Drunk driver 17x more likely to be in a fatal accident Speed reduction 1% reduction = -3% injury crashes = - 5% fatal crashes Car stopping distance at 50 kph = 13 m at 40kph = 8 m

Quick Wins ? 1 Speed reduction 2 Seatbelt wearing 3 Blackspot improvement programmes at each level of roads authority ( say identify / improve 25 worst locations in each country state roads and 4 main cities ?) could save 10-20% over 2-3 years = $ millions Institution and capacity building National lead agency / Coordination body Trained Secretariat to support Road safety fund Capacity building Institutionalizing road safety

What can you do ? Small levy on Insurance ? 12 million vehicles x $2 / vehicle= $24 Millions for investment in road safety Could deliver Reductions of 10% in deaths and injuries And Increased profits to insurance industry

Alan Ross Why should Insurance industry do more to address the road safety problem in Ukraine ?  First and most important reason is that insurance industry will make more profits less deaths and injuries = less payouts = more profits  Help save some of the 4500 deaths and injuries per year  $  Fund must be Insurance industry+ independent oversight Trustworthy and honest management independently audited annually All expenditure accounted for projects independently evaluated to ensure effectiveness Insurance
