2 1. Road Safety Issues Cambodian Context Road traffic crashes in Cambodia: 46% of all kinds of recorded injuries in the countries almost 7% towards the causes of physical impairment and disability The total economic loss of road traffic accidents was estimated at 248 million US$ (HIB) in 2009

Road Safety Issues Cambodian Context Sources: RTAVIS annual report 2009 Evolution of road fatalities, vehicles and population and casualties (base 100 = 1998) Road crashes increase more proportionally than road traffic and population. Every day, more than 4 persons die and many others are injured. Over the last 5 years, the number of fatalities increased almost double.

6 1. Road Safety Issues Cambodian Context More than 50% of fatalities are due to speeding and other 17% caused by drunk driving.

8 In 2004, the Cambodian Government developed the first National Road Safety Action Plan 2006- 2010, In early 2010, the government started to develop the second Action Plan 2011-2020, to respond to the “Decade of Action for Road Safety” and based on the international framework 2. 10 Pillar 7: Driving Licenses:- Improvement of the driving training system - Initiate a driver license demerit point system Pillar 6: Law Enforcement : - Traffic police capacity building - Check point operations Pillar 1: Road Safety Management: - Develop the required expertise and capacity - Improve the quality of the RCVIS database Pillar 2: Infrastructure: - Engineering solutions to reduce speed - Black spot improvement programmes Pillar 3: Safe Vehicles: - improvements and expansion of fleet safety - New Car Assessment Programme Pillar 4: Road user behavior: - Helmets, motorcyclists,… - Speeding, Drink Driving,…. 11 National Targets National Target 1: To reduce number of fatalities by 30% in 2020; National Target 2: To reduce fatality rate (per 10,000 registered vehicles) by 30% in 2020.  4700 lives can be saved in 10 years through the implementation of the 2011-2020 Action plan 2. 14 Road Safety Performance Indicators Safety Performance Indicator 1: Helmet –To reduce number of fatalities caused by head injuries by 30% in 2020; –To increase helmet wearing rate to 85%. Safety Performance Indicator 2: Speeding –To reduce number of fatalities caused by speed related crashes by 30% in 2020; –To reduce over speeding rate by 30%. Safety Performance Indicator 3: Drink Driving –To reduce number of fatalities caused by drink driving crashes by 30% in 2020; –To reduce drink driving rate by 30%. 2.
