SEETO: what was done? Western Balkan 6 The Western Balkans Conference held on 28 August 2014 in Berlin provided a political framework for the more intensive development of transport infrastructure Achievements during 2015 agreement by the Western Balkan six Prime Ministers in Brussels in April on the regional core transport network- creation of efficient and functional network which integrates the region in the global transport flows the further agreement (in Riga in June) on the core network corridors (namely Mediterranean, Orient/East-Med and Rhine/Danube corridors were extended to WB)- streamlined investments under IPA, WBIF and CEF list of infrastructure projects and soft measures to be implemented by 2020 as well as the appointment of corridor coordinators (Vienna Summit in August) Focus on horizontal measures and overall transport system development to ensure high return of investments in transport infrastructure

Core Corridors Western Balkans countries included in three TEN-T Core Corridors: Orient/East-Med Mediterranean Danube-Rhine corridor for the first time TEN-T network united: no more grey area on the maps

Vienna Summit – Regional Soft Measures SEETO horizontal measures bring an added value to the infrastructure development of the SEETO Comprehensive Network. They are undertaken on regional level and therefore they complement the national reform processes, legislative alignments, regulatory framework, institutional building etc.  There has been one completed project for implementing soft measures on regional level, targeting railway reforms and road safety auditing in all Regional Participants (RWR/RSA Project). However, every MAP compiles set of proposals for soft measures which are endorsed and taken into consideration for financing and implementation. The list of proposals is the following: Implementation of harmonized data collection mechanism and SEETO Comprehensive Network transport model Gap analysis of TEN-T standards implementation on the SEETO Comprehensive Network Support for training courses for road Safety auditors and road safety inspectors Addressing regional transport non-physical barrier

Adoption of the RSA/RSI guidelines Released in 2010 RSA guidelines revised in 2014 RSI guidelines revised in 2016 RSA/RSI curricula Training of the RS Experts in SEETO area

Proposed medium term measures for Road Safety Complete the establishment of a road safety management system in line with the Directive 2008/96/EC (by 2018) Prepare three-year RSI plan for the core and comprehensive network and pilot RSIs on high accident sections (by mid-2017) Carry road safety audits as per the Directive 2008/96/EC on all projects on the core and comprehensive network (by mid-2017) Develop plan for the establishing/strengthening the Lead road safety agency (by mid-2017) Establish a national system for continuous road crash data collection (by 2018)

Road Safety in SEETO RS Working Group Chaired from World Bank Two representative from each regional participants (Ministries of Transport, Public Enterprise Road Authorities) Observers ( EuroRAP, IRF) Guests (other transport public and private institutions) ECOROADS Project – including three test site visits on the Tunnel Safety Inspections in Albania, Macedonia and Serbia Conclusions of the RSWG - The RSWG will prepare a funding proposal to undertake a road safety assessment of SEETO Comprehensive network. The proposal will be adopted by the SEETO Steering Committee, and after that it will be presented to the EC and IFIs for funding. The general objective of the ECOROADS project is to overcome the barrier established by the formal interpretation of the two Directives 2008/96/EC (on road infrastructure safety management) and 2004/54/EC (on tunnels), that in practice do not foresee the same Road Safety Audits/Inspections to be performed on open roads and in tunnels. The main problem is that, while from the user (driver) point of view a road is a unique linear infrastructure generally in open terrain and sometimes in closed environment (tunnels), the strict application of the two Directives may lead to a non-uniform approach to the infrastructure safety management outside and inside tunnels.
