OPERATIONAL PRINCIPLES  The shareholders of CLEEN Ltd define the targets, focus areas, operating principles and practices for CLEEN Ltd.  The focus areas for research are described in the Strategic Research Agenda (SRA) of CLEEN defining the areas where the company aims to initiate joint research activities.  The targets are realised in the form of wide, open and long-term research programmes.  The scope, targets, contents and tasks of each research programme are defined by the realising consortium.

Opportunities  SHOK Ltd as applicant or coordinator in EU and/or Finnish Academy projects  Leveraging SHOK operations to truly cover whole innovation chain  Established Cooperation of projects funded by various public funding instruments  speed up commercialisation by parallel innovation chain instead of linear  Faster funding decisions for Tekes-SHOK-instruments (4-7 months to 1-2 months)  release of resources if fail, redesign, efficiency, agility and dynamics  Less emphasises in public funding criteria in scientific excellence and industrial relevance (SHOKs can evaluate) but more in national interest and legal compliance  effectiveness by clearer stakeholder roles based on true competence and liabilities  Public funding instruments not restricting the research inside Finnish boundaries  Science and business are global however national interest local  Cross-industrial public funding allocations instead of traditional industrial cluster  drive cross-industrial and multi-disciplinary projects 6

International co-operation Program level 1.Inside the program Each program should have a plan for international research co-operation Researcher exchange is demanded Participation in international working groups, such as EU platforms, IEA co-operation actions etc., is very much recommended Research by subcontracting from a foreign partner also possible 2.Alongside the program Development of supporting projects with partners (that do not belong to the actual program consortium) Information/result exchange between projects defined by contracts Separate funding for each project Different IPR rules for each project possible Company level Collaboration agreements possible with selected partners abroad to enhance longer term research collaboration Active participation in international collaboration platforms in selected focus areas (for example EU SET-plan: Smart Cities) Preparation (and coordination/impact partner) of EU and other international research collaboration projects
