It takes place within a political culture of roles, rules and responsibilities. It is framed by and alters policy and institutional arrangements. It is based on and combines different types of information. It is underlain by assumptions and values about what is important. Some are explicit; many are implicit.

UNEP framework represents a structured, interdisciplinary approach. Methodology and tools provide means of making informed choices. Stakeholder consultation ensures transparency of decision- making. ESE objectives are reconciled within a sustainability framework. This occurs throughout the planning process.

Interest or value based conflict over the best course of action. Fragmented policy or institutional frameworks provide insufficient guidance. Inherent difficulties of weighing non-commensurable factors. Accounting for future generations (decisions of today affect prospects for tomorrow).

Identify what rules and criteria will apply for each dimension of sustainability. Take a principled approach to balancing objectives and making trade-offs. Options/actions must meet all objectives at some required level. None of the ESE objectives should be automatically preferred or always maximized. Use precaution when there is a threat of significant environmental damage or social dislocation.
