3 Aim to obtain real-life examples that illustrate best practice

5 A. Description of the planning/programming context
What was the purpose or the planning process and its relation to other plans, programs, policies, strategies? What were key formal stages of the planning/ programming process? How was the PP elaborated? Were any environmental analyses already carried out? Were any inter-institutional consultations carried out? What authorities were consulted and how? Were any public participation arrangements incorporated? Who was consulted and how? IAIA SEA Prague05, 29th of September 2005

6 B. Role of the SEA process
What was the specific purpose of this SEA? Did this SEA relate to any other SEAs? In what stage of the PP process did the following elements of SEA occur: screening, scoping, SEA report, consultations with authorities and with the public? How was SEA internally managed (composition of the SEA team, practical communication arrangements between the SEA and the PP team, amount workdays spent on this SEA case)? How SEA facilitated inter-institutional consultations (what were the added elements of inter-institutional consultations ….)? How SEA facilitated public participation (what were the added elements, that new was brought into PP process….)? IAIA SEA Prague05, 29th of September 2005

7 C. Approach to Assessment and Methods Used
Was E&H baseline considered? Which aspects …? What were the relevant E&H objectives for the PP? How were these objectives identified? What likely significant E&H effects were considered? How were they analysed? Were there any likely significant transboundary E&H effects? How they were analysed? Did SEA reformulated specific proposals or suggest any measures to prevent, reduce or mitigate any significant adverse E&H effects identified? How did the SEA contribute to generation and comparisons of alternatives? What measures envisaged for monitoring E&H effects of the implementation of the PP were proposed? What difficulties or uncertainties were encountered during the SEA? IAIA SEA Prague05, 29th of September 2005
