Economic indicators for the Dutch Environmental Goods and Services Sector Measuring ‘Green’ Sectors in a Transition towards a Green Economy Maarten van Rossum Beijing, China

Content Introduction Definition, concepts and variables Methodologies Results In depth study on sustainable energy sector Demand for data on the EGSS Publication of EGSS statistics Future work Conclusions and discussion

Introduction (1): Policy relevance Gross value added and employment of the EGSS are important indicators for green growth (OECD) BUT the EGSS is not ‘the one and only’ indicator for the green economy Measuring the supply side of the market for environmental related products. Monitoring win-win situations for both the economy and the environment Tracking export potentials and innovation behavior

Introduction (2), Dutch work on EGSS 5 year experience in the field of EGSS Work carried out in national accounts department, as part of environmental accounts Development in earlier years, statistic is since 2010 ‘in production’. Work load: approximately 0,5VTE every year. EGSS also part of integrated System of Environmental-Economic Accounting (SEEA)

Introduction (3), a short history First pilot study executed in 1999 by Statistics Netherlands (Eurostat) In 2006 the work resumed:Economic indicators for the Eco- Industries in the Netherlands, 2003 (Eurostat) In 2008 : Economic indicators for Resource Management activities in the Dutch Environmental Goods and Services Sector (Eurostat) In 2009 : Economic indicators for the Dutch Environmental Goods and Services Sector, timeseries for (Eurostat) Work is still going on. Learning by doing aspect is very important. Every year methods are finetuned and populations have been changed due to new insights. Every year statistics are made.

Definition Eurostat 2009 definition is used: The environmental goods and services sector consists of a heterogeneous set of producers of technologies, goods and services that: -Measure, control, restore, prevent, treat, minimise, research and sensitise environmental damages to air, water and soil as well as problems relatedto waste, noise, biodiversity and landscapes. This includes ‘cleaner’technologies, goods and services that prevent or minimise pollution. -Measure, control, restore, prevent, minimise, research and sensitise resource depletion. This results mainly in resource- efficient technologies, goods and services that minimise the use of natural resources.

Concepts and variables (1) Differences with EPE statistics: -Not incorporating imports, but incorporating exports -Total production is taken into account in stead of only extra environmental costs EGSS Environmental Protection Specific services Adapted goods Connected good/services Resource Management Specific services Adapted goods Connected goods/services

Concepts and variables (2) Variables monitoring Employment (manyears, FTE) Value added (mln euro) Production (mln euro) Exports (not for the complete sector available) Innovation (not for the complete sector available) Investments (not for the complete sector available) Consistency with national accounting definitons and scope. This enables comparisons with macro-economic indicators like GDP and total employment

Methodologies (1) The EGSS consists of a very heterogeneous set of producers. Many different environmental activities have been identified by Statistics Netherlands as EGSS activities For every activity a specific methodology has been devoloped in order to compile the figures

Methodologies (2)

Results (1), macro-economic overview EGSS

Results (2), value added

Results (3), distribution of activities, measured in value added

Results (4), share in total economy

Extra results on the sustainable energy sector The Ministery of Economic Affairs, Agriculture and Innovation requisted more detailed economic information on the sustainable energy sector In spring 2011 Statistics Netherlands executed an in depth study on the sustainable energy sector. Results will be updated every year and used for policy making and policy evaluation Results are presented in next sheets 

Results (5) Sustainable energy sector Sustainable energy sector accounts for 0.32 percent of GDP in 2008

Results (6), pre-exploitation phase of the sustainable energy sector, R&D expenditures, middle and large companies

Results (7), pre-exploitation phase of the sustainable energy sector Intellectual property, middle and large companies

Results(8), pre-exploitation phase of the sustainable energy sector, clusters

Demand for data on the EGSS Demand for data on EGSS still increasing: -Eurostat (for EU aggregates), future legal base? -Ministeries -Branch associations -Green growth indicators, green jobs -SEEA United Nations

Publication of EGSS statistics Chapter in yearly report ‘Environmental Accounts’ Green growth publication Statline (electronic databank on the CBS website) Publications in cooperation with branch associations Articles on the website

Future work More attention for trade statistics More attention for innovation aspects Coupling with subsidy statistics More atttention for biobased economy Answering more policy questions with use of micro data analysis: - export innovative companies more than non-innovative companies? - do companies with subsidies grow faster than companies without? - do companies with subsidies innovate more than companies without?

Conclusions and discussion A lot of meso data has been compiled in the last five years. Core macro-economic indicators have been published. Main customers are branche associations and policy makers. More attention should be devoted to export data and innovation data. Micro analysis is desired to answer more policy related questions.

Questions Thank you very much for your attention Are there any questions/remarks?
