% Registered & Pending

LIS PHASE 2 - DESINLISI – > 2020

Main Components DESILINSI - (2015 – 2018) Component 1 – Detailed design of the system Component 2 – Data Conversion Component 3 – Registration & Cadastral data integration Component 4 – LIS deployment Capacity Building and Knowledge transfer PUBLIC INFORMATION AND AWARENESS CAMPAIGN (PIAC) Project Management + Maintenance & Support

New Design of the system Reengineering of workflows and Transactions Full Web Architecture and Open source design Modelling : Integration (Registry and Cadaster) + LADM standardisation Physical Planning / Land Valuation Mobile Office applications Monitoring of performance – reports automatically generated by the LIS

Revenue Generation Sustainability

Other Ongoing Support Activities Construction of land administration buildings Development of the Legal and Institutional Frameworks for Physical Planning and Valuation functions Development of the National Physical Development Plan Development of the Computer Assisted Mass Appraisal system Modernization of the National Geodetic Reference Framework Provision of Base Maps for the whole Country Systematic Titling of individual and communally owned land Strengthening of Mechanisms for Alternative Land Dispute Resolution Training and Capacity building

Main Challenges Poor state and quality of paper based records Maintenance challenges : basic infrastructure, power and connectivity Slow adaptation of organization structure to the new working environment requiring new or differently skilled personnel, staff structure Incomplete final verification of files Ineffective communication Delay in completion of MZO buildings and associated infrastructure contributing to delay in LIS set up/installation Slow legislative reform program aimed at creating the necessary laws, regulations and guidelines for smooth implementation of the LIS and land administration and management activities in general
