2 2 2 1900 Uganda Agreement : Introduction of registered land tenure: Mailo Freehold Leasehold 1956 Decentralisation to 6 zonal offices 1962 Independence of Uganda: Creation of regional land boards 1966 Abolition of Kingdoms 1967 Republican constitution: creation of Uganda Land Commission 1975 Land reform decree of Idi Amin (All land made public) 1995 New Constitution restoring Freehold and Mailo and recognises Customary ownership 1998 Land Act Historical Background on land policy in Uganda

3 33 Overview: Project led by IGN France International Consortium involving international and local subcontractors Started in February 2010, planned to finish in February 2013 (February 2014 for the technical support and maintenance) Contract signed with the Government of Uganda and the Private Sector Foundation of Uganda (World Bank Funding) DeSILISoR Project

4 44  Rehabilitation and digitization of existing land records and cadastral maps:  500,000 Titles  16,500 Maps  8,500 Job Jacket Records (Survey Files)  Provision of the base map for 6 districts (17,362 sq.km)  Upgrade of the working environment and supporting system tools within 6 Ministry Zonal Offices (MZOs) and National Land Information Centre (NLIC) through:  Provision of IT equipment (hardware and software)  Provision of tailor-made Land Information System (LIS) DeSILISoR: TARGETS

5 55  Prepare the “Strategy for land registry offices modernization and enhancement of the land administration services”  Assist the MLHUD for implementation of this strategy through:  Technical Support  Training and Capacity Building  Public Awareness and Communication Campaign  Test the approach on 6 MZOs + NLIC and elaborate National wide Roll-out Plan DeSILISoR: TARGETS
